Uzbekistan Quality Job Creation as a Cornerstone for Sustainable Economic Growth
The RRF, however, does not differentiate between periodic repairs and 
routine maintenance. The ongoing efforts at reducing a sizable backlog in 
deferred maintenance, estimated at $1 billion a year, covers a substantial 
share of expenditure for reconstruction and rehabilitation (PADECO 2014). 
Coupled with the relatively low funding for maintenance, this threatens 
the sustainability of assets
and leaves some sections of the road network in
poor condition. 
An ADB road sector assessment found that about 60% of domestic roads had 
cracks on more than 10% of the surface area and an average of 10 potholes per 
kilometer (ADB 2011b). Roads, especially those constructed or refurbished by 
local companies, are highly prone to climatic anomalies such as highly variable 
temperature and high precipitation levels. Road surfaces melt due to exposure 
to direct sunlight and high temperatures, leading to rapid deterioration of the 
road quality. Lines separating lanes become invisible or disappear in a few 
weeks, increasing the risk of accidents. Moreover, although Uzbekistan has 
a dry climate and low precipitation levels, newly opened roads are not able 
to handle the average rainfall and can flood in lower areas. At certain times, 
rainwater runs into the metro stations in the capital, Tashkent, and floods the 
underground pedestrian passages.
