TOWN OF PHILLIPSBURG Council Meeting Minutes December 06, 2016 The Phillipsburg Town Council conducted its regular meeting on Tuesday, December 06, 2016 at 7:00 pm in the Council Chambers of the Municipal Building located at 675 Corliss Avenue. The required Open Public Meeting Act Statement was read by Councilman Fey. INVOCATION by Councilman Fey PLEDGE by the Assembly ROLL CALL PRESENT: Council President: Tersigni Council Members: Davis, Fey, Lutz, Piazza TOWN OFFICIALS PRESENT: Mayor Ellis, Clerk Kleiner, Attorney Wenner, Attorney Troxell APPROVAL OF MINUTES Council Mtg 11-14-2016 Motion Councilman Fey moved for approval of minutes. The motion was seconded by Councilman Davis. The motion was seconded by Councilman Lutz. Councilman Lutz questioned the Van Cleef Escrow for gas and engineering oversight. Mayor Ellis stated this was not Town funds, Councilman Lutz do we have to pay? Attorney Wenner stated the Town pays from the escrow. Councilman Lutz questioned HT Lyons, the boiler at the garage, can’t we create jobs for local people. Mayor Ellis stated we are no longer using worth. Councilman Lutz also questioned the desk tops? Computers for the Police answered one of the officers in the room. •Councilman Davis has assisted with preparing the youth basketball facilities schedule. •The Polar Express Train Ride will bring nearly 30,000 people to town by the end of the event on December 18, 2016 . By using the Transit, Market Street, and Riverside way parking lots we are able to generate some revenue by collecting parking fees; SPECIAL KUDOS TO Robert Merlo for managing revenue and work 0ver 18 days straight w/o overtime!!!! ALSO KUDOS TO MULTIPLE ADMINISTRATORS and DPW staff for taking time away from family to help out. We have also developed an interim Special Event Application for all Major events and it has assisted us with developing a process to streamline the movement of people/ traffic through town, provides lighting, crowd control, sanitary sewage needs, signage, security, communications and medical emergencies. Thank you Council and Rich Wenner for approving that, we borrowed lights and VMS, and we also are thinking of having our first camp out in July, do smores, night sky watch, it will be the first time in Walters Park The first weekend, with the help of many volunteers, we were able to get a good idea what was needed for the train rides. As a result of our finding, we developed the Special Operations Plan specific for this event. This weekend we will have 2 food trucks in the lot near the intersection of Market and So. Main Streets. Fired-up Flatbread and Cupcake Carnival are the food truck vendors who will be participating. Come down and check them out! Selling gourmet cupcakes. STRENGTHEN NEIGHBORHOODS: I was invited and attended the “Pursel Hill Gang’ luncheon on November 30th. This group of residents meets on a regular basis and continues to support their neighborhood. The neighborhood signs continue to provide me with much positive feedback. Dawn put in for her retirement and we will start taking names in December. Channel 69 did a piece on our redevelopment plan for downtown. We have held Budget meetings over the last week with every Department Head and they were required to submit and justify their increases, and there were very few increases, which should make Council happy. CREATE SELF-SUSTAINING PROGRAMS: We met today with a vendor and had a discussion on the purchase of a multi-space meter for the Transit, Market Street, and Riverside Way lots. The first meter will be installed in the Riverside Way lot. The parking revenue generated will help sustain our current fund and kick start the UEZ program. We continue to generate revenue from the single meters along Main Street and are also looking into updating those meters as our revenue increases. The meters can be programed from a distance; we can raise fees for the weekend if we are having an event.
The Riverview at Delaware Station project is moving forward. I will continue to keep you updated as things progress, 136 Townhomes and apartments. SECURE NEIGHBORHOODS THROUGH COMMUNITY POLICING: Thank you to Travis Zechnman, and Officer Tim Moore attended the Phillipsburg Downtown Association meeting last week. He discussed community policing with the members. I would like to recommend Ralph Jiorle for reappointment with Resolution 2016-229A ---------------------------------------------------------------------------------------------------- Center for Addiction Recovery and Education Success – Speaker Yvette Day, Executive Director spoke about how we can help and the County awarded a grant to launch a recovery program. It is more than a 12 step recovery process; it is detox treatment, housing, and food, work with probation and drug court, with a support network, so that they don’t go down the same path. Philipsburg had a most recent death on Saturday, Narcan has been a help reversing the Heroin OD. Phillipsburg has had four times as many as any other area in Warren County. That’s why it is so important for everyone, helps with societal costs, police, EMT working on an individual, how communities suffer with drugs coming in and out of neighbor hoods. Bring recovery support to make the community stronger, huge core of volunteers, recovery allies, people that help, they have been trained to be a recovery coach, help with goals are - housing, dinner, recovery support, outreach calls, hi how are you, so glad you called, 200people who we make calls to, mutual aid, a place for someone to choose a better path, someone to listen, someone who cares, since June of 2015 1500 people using the service, national council, cost to society $77000, no inpatient cost, when cares looks to expand to look here in Phillipsburg, my heart is here, worked on other projects, heroin epidemic and shed a blind eye, expand the recovery services so that it doesn't happen that often, the more people you keep from relapsing, is one less person that the police don’t work on, or hospital doesn't have to care for. They won’t have to be put on a waiting list that 3 weeks, input together an outline of what cares is, and when we come back to the table to have a partnership and the benefit of Phillipsburg to have a recovery support system. Ms. Day supply the pamphlet, looking for volunteers, all we do is free, won't be asked Medicaid number, or insurance thank you all very much! Any questions, phone number or email. Councilman Lutz, response was 7 I think the old bike shop Councilman Piazza stated he has been dealing with Mr. Guerra and hasn’t seen any movement, I tried but I don’t believe it was the wrong approach. Mayor Ellis stated that RCA loans to be released, Council President Tersigni stated he believes he didn’t’ have funding, in my opinion. Councilman Davis stated we are proceeding. Attorney Wenner stated he is coming in 2016 for the habitability of 5 Union Square Mayor Ellis stated codes, we will have Kevin go out, I will talk to him in the morning. Councilman Lutz made a motion R: 2016-239 to proceed with habitability hearing on 5 Union Square. The motion was seconded by Councilman Piazza. Councilman Piazza The motion carried a 5-0 vote Also a Motion on 2016-240 Habitability hearing on 835 South Main Street house fire. Councilman Lutz made a motion to have a habitability hearing and the motion was seconded by Councilman Fey. The motion carried and 5-0 vote ---------------------------------------------------------------------------------------------------- PUBLIC DISCUSSION ON AGENDA ITEMS Joe Meyner 392 South Main Street Gary Ricker, does he speak Spanish, 2016-28 streets are one way. Frost no parking, on one side, Council President Tersigni stated the old high school making the adjustment now that the trailers are gone, 230 and 231 snow movers, One is a DPW tractor and one is the Garbage truck Mayor Ellis stated Joe Meyner, 2016-235 actual agreement is not included - deferred compensation - to make retirement. Payroll deduction, Council President Tersigni helps people to invest for the future, Mayor Ellis separate fund like a 401 K, and a second type of benefit using your own money. Thank you
Attorney Wenner stated the Mayor is doing kiosk to install in lot can adopt the ordinance to address the parking needs as they arise, it is an open issue at this point. Councilman Piazza stated we can do what we can with events, they close of Northampton St. Trying to promote the town we do direct people down Mercer Street not sure what you’re looking for. Bill Timmann last summer we had a false fire call at O’Donnell, three trucks and nothing moved, just my point. Mayor stated that we are recently using destination signage, getting cars off Main Street and there will be signs, and within the permit is a traffic flow plan, and we will be glad to sit down speak about the car show. Last Wednesday I gave out the outstanding lineman aware, it was the easiest pick of this year, #52 Santini, thank you. Councilman Lutz asked if we could get DPW to do the mold check if Kevin doesn’t’ want to handle it and the Warren County Health Department to handle the mold. Mayor Ellis stated that we need someone who is certified in the mold we just can’t do the work. I would need to speak with the construction official. It is no different we need to hire and be licensed; the Warren County Health officials are more equipped to handle that. I think we need to thank the bridge commission, the officers in the police booth directing traffic on the late run of the train. Councilman Lutz stated to Council President - I would like to make a motion that the personnel files be removed from the Clerk and anything else involving all personnel matters to the BA immediately! Also, another motion removing clerk from the officer certifications of pensions and benefits, the BA can’t do her job without. Since the Town Clerk serves the Town Council it is up to us to make the move and get going. The Administrator is hindered and doesn’t have a lot of them it has been a year this bickering has to stop and we need to go back to where we were, and back to the Town Code, the administrator had the files and personnel. Councilman Piazza stated he was not aware the Town Clerk was holding any files. Councilman Lutz stated yes the Clerk has files Councilman Fey stated personnel matters with the Business Administrator not the Town business it is the Mayor’s project Councilman Piazza stated the Clerk works for the Council I understand what you’re saying Councilman Fey administration first not rules of job Councilman Piazza I understand Councilman Fey she was given the Civil Service Councilman Lutz let’s ask the attorney Attorney Wenner stated that the Clerk does work for the Council and the duties are by statute, but this can be handled internally, though I was not aware of any issues Councilman Davis stated the BA has custody; we did Ordinance, and civil Service Attorney Wenner stated yes Mayor Ellis stated we will have to deal with it internally.
