The  reference(manipulation)  of  the  citizens
  -  one  of  the  forms  of 
participation of the citizens in management of businesses of the state both means of 
maintenance  and  protection  of  the  rights  of  the  person  in  administrative  sphere. 
The reference(manipulation) of the citizens - directed in a state body, body of local 
self-management  or  official  the  written  offers,  application  or  complaint,  and  also 
oral  reference(manipulation)  of  the  citizen  in  a  state  body,  body  of  local  self-
management.
