science and technologies in the country. This research was prepared within the 
framework of the I. “Spiritual, moral and cultural development of a democratic and legal 
society, the formation of an innovative economy”. The dissertation corresponds to the 
specialization 12.00.02 – Constitutional law. Administrative law. Finance and customs 
law. 
The extent of the study of the research problem. Constitutional legal and 
administrative issues of legal regulation of civil society institutions, non-state non-
profit organizations in our country are studied by Sh.Yakubov, Sh.Nazarov, 
D.Kholmonova, L.B.Khvan, J.Nematov, Z.Mahmudov, N.Sadikov, L.Kotova, as 
well as scholars who have studied their theoretical and legal foundations – 
A.Kh.Saidov, S.M.Adilkhojayeva, H.B.Boboyev, O.T.Khusanov, H.T.Odilkoriyev, 
Sh.I.Jalilov, Z.M.Islamov, B.I.Ismailov, F.Kh.Rakhimov, A.A.Tulaganov

However, in modern conditions, the issues of improving the organizational 
and legal framework of non-state organizations in terms of constitutional and 
administrative law, the positive experience of foreign countries and the analysis of 
international standards have not been studied as a comprehensive study.
