First,
the highly professional teachers either left the country or left the teaching profession and 
specialized in business.
Second,
educational resources have become scarce, particularly 
textbooks, books. 
Third,
people have become skeptical about education. The general interest 
and approach of people to education has decreased. People, particularly, the youth developed a 
view that one can do without education and get a profession without serious professional 
training. There is a public opinion that the quality of education has decreased. For example, the 
research results of the public opinion survey carried out by Public Opinion Center in Tashkent 
show that “According to the opinion of the interviewed graduate students the quality of their 
knowledge has decreased. Almost 70 percent of the interviewed graduates consider that their 
knowledge is not enough for passing the entrance exams to the Universities” (Graduate – 2005. 
Narodnoe Slovo, May 28, 2005). The Plenum of the Supreme Court (May 25, 2005) drew the 
attention of judges to the fact that the judicial documents have been prepared with grammatical 
mistakes (Kuch Adolatda - Power is in Justice, May 27, 2005, No 9 (89).

Since 1991, the Russian language hours at Uzbek schools have decreased 
radically and the change of Cyrillic Uzbek into Latin Uzbek has had a negative impact on the 
general education of the youth and the whole population. The consequence is that today the 
youth can not speak Russian well. Today’s youth speak English better than Russian.

Summing up all the said above I can, if I may, make a recommendation for the 
IRIS project (or any International organization) in Uzbekistan that it should use Uzbek widely in 
its activities. From my own experience of work with international organizations I can conclude 
that Uzbek is needed in every day activity of the office: somebody may call in Uzbek, some 
officials should be called and addressed in Uzbek, some letters should be sent in Uzbek, and

some requests or explanations of some issues should be done in Uzbek, some guide books need 
immediate Uzbek editing or changes and additions in Uzbek, that’s why it is desirable for the 
office to have an Uzbek language interpreter on permanent basis. As most of the events have 
been conducted in Uzbek, particularly in the regions, and a professional speaker of Uzbek should 
attend and participate all future training events – seminars and conferences in order to feel the 
spirit, flavor and efficiency of the events and their general atmosphere as the translation can not 
always provide a full, complete and 100 % comprehensive information. Or just join judges’ 
discussions in Uzbek during the breaks and encourage them. And the last factor, it is a respect 
for those local judges and legal experts who would like to speak his own language – Uzbek, just 
to be on the safe side. Considering all above factors, I suggest not to limit the activity of the 
Project to one language, but to use both Uzbek and Russian languages or the one which is more 
effective.

Should all the above factors be considered seriously they serve to further 
improvement, effectiveness and efficiency of the projects and programs not only of IRIS but all 
other international organizations functioning in Uzbekistan.

All those linguistic factors said above are based on my personal observations, 
experience and should be accepted as personal opinions and recommendations for improvement 
of the work of any future project of international organizations.
