Don’t assessment tools consider time, cost and value already in some way?
Generally our assessment tools are designed to predict the future damage our plans and designs will 
do to the environment [Chapter 5 and 7]. For this reason, we often largely ignore or undervalue past 
ongoing damage caused by the existing built environment. We generally only count the additional 
costs from this point on – not the cumulative ongoing costs of existing development systems. In other 
words, as we shall see, development assessment and even sustainability assessment processes have 
been highly selective. They do not weigh in the costs of inaction or lost opportunity costs of poor 
design. Moreover, as snapshots in time, LCAs focus on inputs and outputs at the system boundaries 
[Chapter 8]. Selective measurements of waste therefore distract us from addressing fundamental 
truths:

Costs and impacts of existing development are non-sustainable
• 
Resources required to replace existing development with ‘green’ buildings are too great
Even if we could sustainably harvest enough materials, water and energy to replace the existing 
building stock with new green buildings, we would only be reducing 
relative
operating energy, and 
perhaps some embodied energy. The resource flows and ecological costs of new green construction 
would leave us further from sustainability than we are now. For example, councils usually ignore 
the waste of energy due to allowing existing development to remain as it is. Councils also seldom 
consider the environmental costs of demolition because ‘a clean slate’ is accepted as the baseline.
Since project assessment and approval systems undervalue or ignore the ecological waste entailed 
in demolition and new construction, these tools favour new development over eco-retrofitting. We 
need to invest more creativity and imagination into eco-retrofitting to generate healthier air, water, 
soil and biota, often without wasting existing infrastructure where possible.
