Cash transaction and the basics of its organization.
The organization of cash transaction in the country is based on the "Rules for cash transactions by legal entities" (December 17, 1998 - 565), developed on the basis of the Law "On the Central Bank of the Republic of Uzbekistan".
According to this instruction, cash flow is organized according to the following rules. These are:
1. All legal entities, regardless of the form of ownership, are required to keep their funds in banking institutions.
2. Settlements between legal entities and settlements with the participation of citizens related to the implementation of entrepreneurial activity shall be carried out through banking institutions in a non-cash manner, except as otherwise provided by law.
3. Cash received by organizations from banking institutions shall be used only for the purposes for which it was received.
4. An organization may keep cash in its cash register within the established limit and spend it within the established norms from the proceeds.
5. The use of cash receipts of organizations in the field of trade and consumer services, regardless of the form of ownership, for the payment of wages, pensions and benefits is prohibited.
6. The right to spend money from cash receipts is allowed only to the organizations specified in the resolution of the Cabinet of Ministers
7. All the excess of the cash balance in the cash desk of the organization is transferred to the bank in the prescribed manner and time.
8. Organizations withhold 3 days in their cash registers in excess of the limit only for the payment of wages, bonuses, social insurance benefits, stipends, pensions, including the day received from the bank (located away from the bank) farms are allowed for 5 days).
9. Cash for travel expenses shall be paid to the persons sent on a business trip in the appropriate amount in accordance with the procedure in force in the area, subject to subsequent reporting. The unspent part of the money must be returned to the cashier of the organization within 3 days after the expiration of the given period.
10. Cash operations on receipt and transfer of cash are executed in the form of primary accounting documents approved by the legislation of the Republic of Uzbekistan.
Each banking institution, regardless of the form of ownership, must have its own cash operations department (cash desks) to provide cash services to customers. In order to provide cash services to customers, the banking institution submits to the territorial head office of the Central Bank a completed passport and the relevant documents (Annex 14 to Instruction 534) in the prescribed manner. In turn, the MBHBB reviews the above documents, prepares its conclusion and sends it to the Department of Issuance and Cash Operations of the Central Bank of the Republic of Uzbekistan. In this case, the bank obtains a permit (license) to conduct cash transactions. The main focus is on equipping cash registers.
The rules of the MIA and INVYQBB must also be followed. When there are more than 15 people conducting cash operations in large banks, the department can be headed by a manager who is relieved of certain operations.
Heads of cash operations departments are appointed, approved and dismissed from their positions in the regional departments of the Central Bank and commercial banks.
