The role of information technologies in improving the management efficiency of school principals

Annotation: The article examines the value of ICT in improving the management efficiency of school principals and the criteria of its implementation.

Nowadays, school principals are required to have high skills and experience in conducting management activities. They need to have a range of competencies that define their professional qualities. One of them is the use of information and communication technologies competence of school principals, which determines their professional skills and characteristics.
Secondary school principals should be able to use modern information technologies, computerization, and computer networks to improve the provision of information to the educational process in the development of the educational institution, the improvement of the management process, and the effectiveness of education. It is necessary to have a level of knowledge to be able to define the future and to introduce the technology of designing the management process.
In the decree, № PF-5538, of the President of the Republic of Uzbekistan, on additional measures to improve the system of Public Education Management, one of the main directions of reforming the system of public education which is included the broad introduction of modern information and communication technologies into the structure of public education management, achieving transparent and effective public's control, including ensuring the connection of all, the issues of introduction of electronic rating system for the evaluation of their activities.
Regarding the tasks set out in the road map of the decree, № PF-5712, of the President of the Republic of Uzbekistan, on approval the Concept of development of the public education system in Uzbekistan by 2030, many developed information systems aimed at the implementation of the management functions and control of educational institutions.
Today, in the public education system, School Education Process Management System, Kundalik - the Automated Educational Information System in Managing Educational Institutions, Control and Maintenance of Electronic Journals, EMIS.UZEDU.UZ information systems has been launched. To use these systems, school principals should have the necessary skills.
It is required that school principals must be critical and reflexive in the information available in the use of ICT and to be responsible in the use of interactive public services data. This ability is also crucial when participating in various social networks for social and professional purposes. However, leaders should:
− understand the importance of ICT in education;
− understand and evaluate the content and the essence of the training plan;
− have the opportunity to create adequate conditions for the use of ICT in the teaching process;
− organize and manage of the educational process;
− be provided with a wide range of opportunities for professional search by the surveyors.
The process of growth of the leader training skills in the transition from the ICT literacy to professional research should reveal in the description of the various stages of the following complex activities of managers:
-to understand, to consider (to understand the importance of ICT in education);
-to realize, to compile (a system of understanding and estimation of the essence of the content of the training plan);
-to use, to discuss, to reflect and to evaluate (management decisions based on ICT);
-to demonstrate, to propose, to make changes, to create, to provide (organization and handling of the educational process);
-to search (professional search of the leader and teachers);
With the introduction of modern information and communication technologies (ICT), information systems in the handling of the education system are gradually implementing.
In turn, modern leaders in managing educational institutions with the help of ICT tools should have the skills to use modern technologies. The usage of ICT tools in educational institutions management is one of the main factors that are contributing to an increase in management efficiency.
Experience gained around the world today shows that in different countries, there is a practice of using various mechanisms for evaluating the management efficiency of school principals.
By evaluating the management efficiency, based on the KPI (Key Performance Indicators) system, secondary school principals analyze their activities and make strategic plans, work on gaps in the direction of their charges.
The level of implementation of Information Technologies, and the effective use of ICT, by school education managers, can be determined by the following criteria:
− availability of the educational institution's website;
− update of information on the website;
− presence of e-mail of the leader;
− activity level in social networks;
− skills in searching and working with regulatory documents;
− the level of use of Information Systems in the public education system;
− updating databases in the public education system.
Based on the above, it can be said, that the presence of the website of the educational institution indicates the level of effective use of the Internet by the leader.
Updating the information on the website, covering school news, and the positive results of the teaching staff will motivate them (interest) and ensure their work effectiveness.
The presence of e-mail indicates that the manager uses Information Systems and Interactive Services through the Internet regularly working on herself/himself.
Through the use of information systems in public education shows the extent to which control is executed, with the help of information systems, and introduced the efficiency of using information systems.
The ability to update databases in information systems or control the level of their updating indicates the modernity of the leader, the awareness of new technologies, and the ability to apply innovations to the education management or the educational process.
The effectiveness of the management activities of secondary school principals affects the performance indicators of the overall performance of an educational institution.
In place of the conclusion, we can say that by increasing the management efficiency of school principals via information technology, they will:
− have the competence to use ICT tools,
− be able to introduce innovations in the educational institution,
−work on themselves, and improve their professional skills using regular ICT tools,
− create adequate conditions for the use of ICT tools in the organization and handling of the educational process,
− can advise teachers on the use of education portals on the Internet,
− carry out coverage of school activities through social networks.
As a result, today's modern leaders achieve positive outcomes with a wide range of opportunities to achieve quality and efficiency in the educational institution.
