particularly hard on children who were employed as part of universal child labor.
They suffered disproportionately from the physical hardship, and their small
stature even led them to be used for particularly dangerous and punishing jobs.
The job of
“
breaker boys
”
was particularly onerous where they were curled up
into tiny spaces and made to pick debris out of a river of heated ore (Lovejoy,
1906, pp. 37
–
38). The stunted growth and bent posture that resulted transformed
young boys into old men. This exhausting and dangerous labor went on for
12 hours a day six days a week, and such conditions give a hollow ring to
Carnegie
’
s promise to provide books to improve youth. His own business
practices ensured that his employees had virtually no free time and were in no
condition to study when they did. In light of this, Carnegie
’
s library program
seems negligent at best, compensatory and hypocritical at worst. These tensions
came to a head in the infamous Homestead strike of 1892. Steel workers struck to
protest their inhumane working conditions and engaged in battles with Pinkerton
detectives, hired by the plants to break their strike, which resulted in casualties on
both sides. Order was only restored by the state militia. Carnegie
’
s excuse that he
was in Scotland at the time and would have prevented bloodshed by talking
personally to the strikers was not widely accepted. Indeed, the violent con
fl
ict
broke the power of unions in the steel business, which remained the least-
regulated industry well into the twentieth century. A number of Carnegie
libraries were refused by communities who claimed that they represented
“
blood
money
”
(Goldenberg, 2008, p. 34; Martin, 1993, p. ix). This phrase referred not
only to the murdered strikers but to suffering generations who had produced
Carnegie
’
s wealth. Instead of benevolence, his philanthropy and his library
buildings appear in social justice history as part of an oppressive system. While his
libraries were only part of a larger movement, they illustrate how the institu-
tionalized bene
fi
ts of modern public libraries concealed depersonalization and
even control that perpetuated a society full of injustices.
Children and Intellectual Disability
With our focus on persons with ID, our review turns to library services for
children with whom, for better or worse, those with ID have often been identi
fi
ed
(Karrenbrock & Lucas, 1986, p. 256). In the absence of formal programming, the

s librarianship forms another point of approach to patrons
with ID. Unfortunately, this area, too, has received little attention.

of library programs and services for young adults is nearly nonexistent

2000, p. 119). But as with the rest of librarianship, these services re
fl
ected their
cultural context. As transplants from England, the early colonists brought with
them older traditions from their parent country. These included an attitude that
children were miniature adults. Put another way, children in a modern sense did
not exist, only adults of varying size and strength.
