ANNATATION
The  study  manual  covers  modem  issues  of theory  in the sphere of civil 
society, the experience of civil society building both in developed countries of 
the  world  and  in  Uzbekistan,  as  well  as  the  problems  of the  reform  process 
and  their  solutions.  Also,  methodological  and  methodical  approaches  of 
researching  civil  society,  meaning  and  essence  of  experience  of  foreign 
countries based on renewing society have been shown in manual. The patterns 
of civil  society  development  and  on  this  issue  world  as  well  experience  of 
Uzbekistan have been analyzed comparatively.
Meaning and essence of reforms  on building civil society in a new stage 
of development  of Uzbekistan  has  been  illuminated  in  the  subject  of study 
manual.
These  include the protection  and promotion of human rights  in society, 
a  increase the welfare  lifestyle  of citizens,  the  decentralization of powers  on 
the administration of public authorities, the expression and implementation of 
the  interests  of  civil  society,  non-governmental  non-profit  organizations, 
issues  of  establishing  civil  society  in  Uzbekistan  by  expressing  and 
implementing the  interests  of citizens  through the activities  of NGOs,  public 
organizations and local governments in Uzbekistan have been  analyzed.
