e-Government Survey

On July 30, 2016 the United Nations published another review of e-government development in the world for 2016 (UN E-Government Survey 2016), entitled "E-Government for Sustainable Development». This survey is conducted every two years by the UN Department of Economic and Social Affairs since 2003 and is one of the most well regarded rankings of e-government in 193 countries.

The main indicator, e-Government Development Index (EGDI), assesses e-services, IT infrastructure and human capital development. Scoring higher that the world average in EGDI index at 0.54335, Uzbekistan joined the group of countries with high level of e-government development. This allowed Uzbekistan to rank the 80th in the world, which is 20 positions higher than two years ago (100th in 2014).

Measured by Online Services Index Uzbekistan ranked the 47th in the world and the 3rd in the CIS region. At the same time, Uzbekistan scored at the maximum 100% in "information services" component and at 52% in “integrated e-services” component doubling the previous results from 24% in 2014 to 52% in 2016.

Another important indicator of the Survey is E-Participation Index (EPI), which assesses effectiveness of ICT use in providing a dialogue between citizens, businesses and government authorities. Uzbekistan has gained 24 positions in the ranking moving from being 71th in 2014 to 47th in 2016. According to the Survey, the launch of utilities portals (e-kommunal.uz), open data portal (data.gov.uz) and legislative documents discussion portal (regulation.gov.uz) were the key factors that ensured open, transparent and effective communication with the public.

According to the report, “Open Government Data can support access to justice for all and building effective, accountable and inclusive institutions at all levels in many ways. For instance, the Uzbek Open Government Data Portal launched in 2015 offers more than 500 datasets to the public and promotes government agencies’ cooperation through 25 visible hyperlinks that connect to the websites of other government bodies. Initiatives on opening up and sharing data about campaign finance are also important to promote a more transparent and accountable government”.

The UN survey also mentioned the portal e-kommunal.uz "This Uzbek Government website addresses issues related to the insufficient number of people paying for communal and housing services. This site provides full information on these issues and includes, for example, a handy tariff calculator to check how much to pay and whether the bills are correct. There is an important feedback mechanism – a discussion forum where people can report problems they encounter in daily life. Government officials are charged with responding to queries and later informing the person who wrote about the solution. As of 10 December 2015, Uzbek people had sent 4,641 messages, of which 67% were reported as being fully addressed."

Such international assessment is the result of special attention the country's leadership pays to development of ICT and e-government in Uzbekistan. Following the adoption of the President Resolution dated June 27, 2013 (PR-1989) a “Comprehensive Program of Development of National Information and Communication System of the Republic of Uzbekistan for 2013-2020” was elaborated, Electronic Government Development Center and Information Security Center were established. In July of the same year, Single Interactive State Services Portal (my.gov.uz) was launched, which to date has processed more than 700 000 electronic appeals from individuals and legal entities.

Fruitful cooperation of the government with international organizations such as the United Nations Development Programme (UNDP) has played role in improving Uzbekistan's rating. As part of a series of joint initiatives and projects, UNDP was one of the key international organizations to support the digitalization policy and promote the concept of e-government in Uzbekistan.


Among the joint projects: "Digital Development Initiative" (2002-2005), "Capacity Building for Internet Technologies Development and Promotion in Uzbekistan" (2005-2008), "Assisting the Government of Uzbekistan in the formulation and implementation of ICT for policy development "(2005-2010). Components on ICT were included in UNDP projects “Local Governance Support Programme” (2010-2017), "Business Forum of Uzbekistan" (2011-2017), "Support for the modernization of legislation, rule-making and regulatory impact assessment" (2014-2016), "Partnership on Rule of Law in Uzbekistan” (2014-2017) and others.

Important contribution in this area was provided by a joint project of UNDP and the Ministry for Development of Information Technologies and Communications “E-government promotion to improve the quality of public services" (2014-2017), which aims at supporting implementation of the “Comprehensive Program of Development of National Information and Communication System of the Republic of Uzbekistan for 2013-2020”.

The project has assisted in drafting a number of key legal acts, including the Law “On e-government” adopted in December 2015, as well as important government resolutions on central databases, improving the procedure for the provision of e-government services and others. Work on open data and inventory of public services has been initiated, which resulted in significant improvement in the ranking of Uzbekistan for online services and e-participation indices.

In general, having accumulated knowledge and experience in the field of e-government development, UNDP is open to continue assisting the Government of Uzbekistan in the use of modern digital technologies to improve governance, to ensure openness and transparency, and improve the quality and accessibility of public services for citizens and businesses.
