BILL NO. 2075 ORDINANCE NO. 2001-2033
AN ORDINANCE REPEALING SECTION 7.2 OF THE MARYLAND HEIGHTS MUNICIPAL CODE, ENACTING A NEW SECTION 7.2 IN LIEU THEREOF, DESCRIBING AND DESIGNATING WARD LINES
WITHIN THE CITY OF MARYLAND HEIGHTS
WHEREAS, Section 2.27 of the Maryland Heights Municipal Code establishes that the city shall be divided into four wards; and
WHEREAS, in response to the 2000 census, the City Council proposes an adjustment to the ward boundaries that will reapportion the population of the wards as required by law; and
WHEREAS, documentation reflecting municipal ward boundary adjustments must be submitted to the St. Louis County Election Board by September 10, 2001 to allow completion of the final mapping of township and precinct lines reflecting the 2000 decennial redistricting.
Now Therefore, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF MARYLAND HEIGHTS, as follows:
Section 1. Section 7.2 of the Maryland Heights Muncipal Code is hereby repealed in its entirety, and a new Section 7.2 is enacted in lieu thereof, as follows:
Section 1. The ward lines within the City of Maryland Heights are described and designated as the following election districts for the election of Councilmen pursuant to Section 2.27 of the Maryland Heights Municipal Code.
(a) Ward One is described as:
Beginning at the southern boundary of the Maryland Heights Corporation and its intersection with Lindbergh Boulevard westward along said south boundary to the southwest corner of Royal Pines Subdivision as recorded in plat book 217, pages 31 & 32, then following the southwest property line to the northwest corner, then along the northwest property line to the northeast corner of said subdivision. This point also being the northwest corner of Lakeside Center, then continuing along the northerly line of Lakeside Center property to its northeast corner. Then southeast along said property line to its intersection with the southwest right-of-way of Marine Avenue and the intersection of the centerline line of Dorsett Road. Then following the centerline of Dorsett Road east to northwest corner of Woodhollow Apartments Phase Two as recorded in plat book 145, page 39 of the St. Louis County Records, Then along the southwest property line to the southwest corner of Woodhollow Apartments Phase One as recorded in plat book 138, pages 78 &79 of the St. Louis County records.
From this corner continuing in an easterly direction and extending to its intersection with the centerline of Interststate 270, then north along said centerline to its intersection with the centerline of Dorsett Road. Then eastward following the centerline of Dorsett Road to its intersection with the centerline of Metro Boulevard. Then following the centerline of Metro Boulevard south to the northeast corner of property located at 2503 Metro Boulevard, then continuing south along the east property line to the southeast property corner of said property. Then in a southeast direction along the southwest property line of property located at 11911 Adie Road. Then continuing along the southwest property line to its intersection with the centerline of Adie Road. Then following the centerline of Adie Road to its intersection with the centerline of the St. Louis Southwestern Railroad, then following the railroad to its intersection with Lindbergh Boulevard, being the point of beginning.
(b) Ward Two is described as:
Beginning at the southern boundary of the Maryland Heights Corporation and its intersection with Lindbergh Boulevard, then northwesterly from the intersection of the St. Louis Southwestern Railroad right-of-way and Lindbergh Boulevard. Then following said railroad right-of-way to its intersection with Adie Road, following Adie Road in a northwesterly direction to the southwest corner of property located at 11911 Adie Road then following the southwest property line to a point in the south property line of property located at 2503 Metro Boulevard. Then in an easterly direction to the southeast property corner of said property then north along its east line to its intersection with with Metro Boulevard then north to the intersection with Dorsett Road. Following Dorsett Road’s centerline west to its intersection with Interstate 270, then south along the centerline of Interstate 270 to its intersection with the eastward projection of the south property line of Woodhollow Phase One as recorded in plat book 138, pages 78 & 79 of the St. Louis County Records.
Then following west along said south propertry line to its southwest corner, then following the west property line to its intersection with Dorsett Road. Then following the centerline of Dorsett Road westward to the west right-of-way line of Marine Avenue then following said right-of-way line also being the east property line of Lakeside Center to its most northern corner. Then following the north property line to the northeast corner of Royal Pines Condominiums as recorded in plat book 217, pages 31 & 32 of the St. Louis County records. Then following the north and southwestern property lines to their intersection with the corporate limits of Maryland Heights. Then following the corporate limits southwest and northwest to the Missouri River. Then north along the Missouri River to the south end of Jane Downing Island. Then turning east along the Chesterfield and Pattonville/Bridgeton Terrace Fire Protection Districts line, across Creve Coeur Lake to a point, continuing on the eastern shoreline of Creve Coeur Lake in a northwardly direction approximately 3200 feet. At this point turning northeastward in a straight line along the Pattonville R-3/Parkway School District boundary line to the intersection of the southwest line of Parkside “tract B”, said line also being the school district boundary line. Then following this line southward to the north line of Parkside Tract “A”, then following the north line of Parkside Tract”A” eastwardly to its intersection with Rule Avenue. Then proceeding southeast along Rule Avenue to its intersection with Ameling Road. Following Ameling Road eastwardly to McKelvey Road, continuing in an eastwardly direction along the old Midland Streetcar right-of-way (now abandoned) to its intersection with the St.Louis Southwestern Railroad. Then following the railroad right-of-way southeast to its intersection with Dorsett Road, then eastward to the intersection with Fee Fee Road. Then following Fee Fee Road northeasterward to its intersection with the south line of Sylvan Manor as recorded in plat book 103, page 52 of the St. Louis County records. Then continuing eastward to the southwest corner of the Inverness Subdivsion as recorded in plat book 42, page 11 of the St. Louis County records. Then continuing east along the property lines on the north side of Vago Community Park to the northwest corner of Grandview Hills Subdivision as recorded in plat book 72, page 15 of the St. Louis County records. Then following the northeast property line to its intersection with the corporate limits of Maryland Heights. Then proceeding south along the corporate limits to the point beginning.
(c) Ward Three is described as:
Beginning at the corporate limits and Lindbergh Boulevard and the intersection of the south line of Inverness Subdivision continuing northwesterly along the south line of Inverness Subdivision to the southeast corner of Sylvan Manor Plat 3 then along the south line of said subdivision to its intersection with Fee Fee Road, then following Fee Fee Road south to Dorsett Road. Then heading west on Dorsett Road to its intersection with the St. Louis Southwestern Railroad then following the railroad right-of-way to the northwest corner of Progress Center as recorded in plat book 180, pages 2 & 3 of the St. Louis County records. Then continuing west along the Old Midalnd Streetcar right-of-way. Continuing west across Interstate 270 to the northeast corner of Westglen Park subdivision as recorded in plat book 112, page 12 of the St. Louis County records. Then following the northline of this property west to Ameling Road. Then following Ameling Road westward to Rule Avenue. Following Rule Avenue northwestward to the north line of Tract "A" Parkside. Proceeding westward along this line to the east line of Creve Coeur Park. Then north along the east line of Creve Coeur Park to its intersection with the Pattonville School R-3/Parkway School District line. Continuing along said school district line westwardly until reaching the eastern shore line of Creve Coeur Lake. Then along the eastern shoreline of Creve Coeur Lake in a southerly direction approximately 3200 feet to its intersection with the Chesterfield, Pattonville/Bridgeton Terrace Fire Protection Districts then northwest to the southern end of Jane Downing Island. Continuing north along the western Maryland Heights Corporation boundary to the northern most property corner of the Metropolitan St. Louis Sewer District then southeast along the Metropolitan Sewer District Road to Creve Coeur Mill Road, northeast along Creve Coeur Mill Road to Prichard Farm Road, Prichard Farm Road south to the St. Louis Southwestern Railroad right-of-way. Continue along the St. Louis Southwestern Railroad right-of-way to Interstate 270. North along an imaginary line approximately 400 feet to the northern property line of Arrow Heights Subdivision, continue east along the northern property line of the Arrow Heights Subdivision to the west line of the Penmar Subdivision, then following along the south line of Lot 41 of the Penmar Subdivision to Doddridge Avenue, then continuing north along Doddridge Avenue to the southwest corner of Brookside Addition Subdivision as recorded in plat book 112, page 44. Then following the south line of said subdivision easterly to its intersection with the eastern corporate limits. Then following the corporate limits southeast and south to the point of beginning.
(d) Ward Four is described as:
Beginning at the southeast corner of Brookside Addition Subdivision, then following the south line of said subdivision westerly to its intersection with Doddridge Avenue. Then south along Doddridge Avenue to the intersection of the south property line of Lot 41 of the Penmar Subdivision said south line being partially the Midland Tributary of Fee Fee Creek. Continuing westwardly to the west line of the Penmar Subdivision and the intersection of the north line of the Arrow Heights Subdivision continuing west along the northern property line of the Arrow Heights subdivision across Interstate 270 right-of-way, south along the western edge of the Interstate 270 right-of-way approximately 400 feet to the St. Louis Southwestern Railroad right-of-way. Northwest along the St. Louis Southwestern Railroad right-of-way to Prichard Farm Road. Continue northwest on Prichard Farm Road to Creve Coeur Mill Road, west on Creve Coeur Mill Road to the Metropolitan Sewer District Road and following a straight line to the western boundary of the Maryland Heights Corporation at the Missouri River. Continue northeast and east along the boundary of the Maryland Heights Corporation, following the corporate limits around the Village of Champ, crossing Interstate 270, along the boundary with the City of Bridgeton to the point of beginning.
Section 2. The ward lines as described and designated in Section 1 above are depicted on the map attached to and made a part hereof, marked “Exhibit A.”
Section 3. The City Clerk is hereby directed to send a copy of this ordinance and map to the Mapping Department of the St. Louis County Board of Election Commissioners prior to September 10, 2001.
Section 4. This Ordinance shall be in full force and effect from and after its passage and approval.
