Public Works Meeting
4:00 p.m. in the Village Hall
Trustees Present: Chairman Paul Elsen, Stan Maligranda, Mike McKinnon
Guests: President Frank Eubank, Chad Insko (Director of Water), and Dennis Noegel (Public Works Director)
The properly posted meeting was called to order at 4:00 p.m.
President Eubank was asked to take the minutes of the meeting.

Meeting minutes— Mike McKinnon made a motion to approve the Minutes of August 27, 2012. The motion was seconded by Stan Maligranda. Motion carried on a voice vote.

Engineering For Water Upgrades – Paul, Dennis, and Chad went to Lena shortly after last meeting and met with Lena Mayor, Lena Water Operator, and Fehr-Graham inspector. Chad said Lena and Mt. Carroll have spent about 5million actively replacing water main, storage tank, and upgrade well houses due to age of infrastructure. Very similar projects to what we are going to do. Larry Boll from Fehr-Graham was inspector for Lena project and inspector during our wastewater treatment plant upgrade. Need to look at two (2) more criteria (1) cost factor of our employees to go to engineering firm and (2) QA – Quality Assurance– making sure keeping on top of construction and no short cuts by contractors. Comparing Strand and Fehr-Graham. We can negotiate with the “winning” engineering firm for the cost of the engineering firm’s expenses and if we cannot agree, we have the ability to go with a different engineering firm. Fehr-Graham has existing business with us, but this job needs to be awarded to the “best” engineering firm. Mike thinks Strand might be best. Stan thinks we should go with Fehr-Graham for engineering and Strand for SCADA. Chad was asked his opinion and he said Lena project was only part way along. Strand has a lot more detail to their projects versus Fehr-Graham projects. Strand seems to have better reputation in water area. Dennis thinks that after seeing Lena project still believes Fehr-Graham should do our water project. Paul happy at the visit in Lena. Paul has a lot more of comfort level going with Fehr-graham after visit and looking at costs and QA, still need to sub out SCADA, so definitely go with Strand. Whether Chad will have issues coordinating with Fehr-Graham. Chad said he only has a certain level of ability and not his expertise to do the engineering. Chad won’t be able to oversee all the engineering details, which is why we hire an engineering firm. We need to work on communication with Fehr-Graham. Dennis said he did not want Fehr-Graham for Elida Street road project, but Village wanted Fehr-Graham to do it and Denis worked with them, so whoever we choose both Dennis can Chad will support the decision of the board and work with the engineering firm. Committee members discussed what other water projects might be awarded in near future. Updating Well 2 and likely upgrade Wellhouse #4 with likely expense for Well #4 at most about $45,000.00. About an additional $3 million of water projects after tower and well #3 upgrades/SCADA are completed. Fehr-Graham gave us a big break in engineering fees for the Runyard Street looping. Ask the board to authorize Village President to negotiate an engineering agreement with an engineering firm with Chad and Dennis, and Chairman. Needs: Timeline, Cost, Communication. Motion to have Fehr-Graham as engineer Water tower, Well #3 and Strand SCADA by Stan Maligranda. Second by Mike McKinnon. Discussion before and after. Paul appreciated everyone’s discussion and opinion. Voice vote: Ayes: 1 Nay: 2 Motion fails. Motion by Mike McKinnon move to have Strand be engineer for well #3 upgrades, water tower, and SCADA. Second by Paul Elsen. Discussion - no additional discussion. Call for the question. Voice vote: Ayes: 2 Nay 1. Motion carries. Recommend to Board Monday, September 10, 2012. Motion from the Committee and understood not unanimous. Over two meetings, this issue was discussed for approximately 3 hours.

Mid-mount Mower Replacement— John Deere 2003 is worn out. Ferris 8,999, Exmark was $9,279.00. Others were higher. Recommend the lower John Deere put out for bid worth approximately $3,500 to $4,000.00. Will review it Monday at regular Public Works meeting, September 10, 2012.

New Business — Mike McKinnon said have customer concerns on Monday night’s agenda. Maybe have a customer request. Asked if we can get a history over the past 6 months or more. Mike compiled some examples of ideas of the water/sewer rate issues. Whatever we decide is a policy of the board, not a judgment call for any employees. No exceptions to things. Maybe take the word sewer off of the bill and call it “infrastructure charge” or “capital infrastructure charge” and can have money going to water side and sewer side. Westlake is $3.25 per 1,000 gallons. Stillman Valley is over $3.50 per 1,000 gallons and we are at approximately $1.70 per 1,000 gallons.
