BACKGROUND INFORMATION
New Jersey travel regulations (NJAC 6A:23B), Board Policy 8880 – Reimbursement of Travel Related Expenses, and newly enacted legislation [18A:11-12] require prior approval by the Superintendent and by a majority of the full membership of the Board of Education for reimbursement of travel and related expenses of an employee.

SUBJECT: JOIN THE NORTH JERSEY EDUCATIONAL INSURANCE
FUND (NJEIF)
WHEREAS, the New Jersey School Boards Insurance Act, Assembly 1373, enacted and signed by the Governor in 1983, enables school districts to cooperate with each other to make the most efficient use of their powers and resources on a basis of mutual advantage in the areas of insurance and self insurance and related services; and
WHEREAS, the Board of Education of the South Orange Maplewood School District desires to secure protection, services, and savings relating to insurance and self insurance for itself and its departments and employees; and
WHEREAS, the Board of Education of the South Orange Maplewood School District finds that the best and most efficient way of securing this protection and services is by cooperating with other school districts across the State of New Jersey; and
WHEREAS, the New Jersey School Boards Association Insurance Group and its bylaws provide a basis for securing this protection for member districts;
NOW THEREFORE, BE IT RESOLVED THAT the Board of Education of South Orange Maplewood School District joins with other school districts in organizing and becoming members of the Subfund of the New Jersey School Boards Association Insurance Group (North Jersey Educational Insurance Fund); and
THAT, by adoption and signing of this resolution, the Board of Education is hereby joining the Subfund of the New Jersey School Boards Association Insurance Group (North Jersey Educational Insurance Fund); effective the date indicted below, and for the duration of three consecutive years for the following coverage:

BACKGROUND INFORMATION
The New Jersey Education Insurance Fund (NJEIF) is a subfund of the New Jersey School Boards Association Insurance Group. It establishes a pool of school districts to diversify risk. NJSBAIG has been our carrier and we have been members for many years. We have been pleased with the coverages provided. Extensive marketing was done on our behalf by our insurance broker, Willis, as our three year commitment with NJSBAIG was up for renewal. Quotes were received from the major providers of school insurance. NJSBAIG again offered the lowest premium:

CAMPUS ACADEMY FOR THE 2009-10 SCHOOL YEAR
BE IT RESOLVED THAT the Board of Education approves a tuition agreement with Essex Regional Educational Services Commission for each district resident student referred to the Essex Campus Academy for the 2009-10 school year at the following annual tuition rates:
Regular Education Program $19,999 per year
Special Education Program $37,300 per year

Essex Campus Academy is a county-wide alternative Education Program designed to serve pupils ages 12-19 in an individualized and highly structured environment. The district currently has one student attending the regular education program.

VOCATIONAL AND TECHNICAL PROGRAM
ENTITLEMENT FUNDS
BE IT RESOLVED THAT the Board of Education approve the submission of an application for federal fiscal year 2010 Carl D. Perkins Vocational and Technical Program Entitlement Funds in the amount of $38,789 to provide supplementary services to vocational students during the 2009-2010 school year.
BACKGROUND INFORMATION
The Carl D. Perkins Vocational and Technical Education Act of 1998 provides funds to
states for distribution to local education agencies with approved programs in vocational
education. The amount of the 2009-2010 allocation is determined using a formula
derived from federal census data and local district vocational education enrollments. The
funds are planned to be used by the Business Technology program at Columbia High
School.
The Columbia High School Principal will administer the program.

BE IT RESOLVED THAT the Board of Education accepts a donation from the Clinton PTA of five Macbooks, five ipod Touches, five printers and five $50 itunes gift cards valued at $7,223.58 to support their third grade pilot program implementing technology in the classroom.

This generous donation was made possible by using an educator’s discount that provided the ipods and printers free with the purchase of the Macbooks.

BE IT RESOLVED THAT the Board of Education accepts an honorarium for Maplewood Middle School from Rutgers University Caring Schools Inclusion Project (CSIP) in the amount of $1,000.

BACKGROUND INFORMATION
This third-year $1,000 honorarium is given for participation in the evaluation component of CSIP and may be used to supplement the Character Education initiative at MMS.

BE IT RESOLVED THAT the Board of Education approves a contract with Rose King of Lambertville, New Jersey, to provide seven days of consulting services related to K-5 curriculum facilitation at a rate of $1,750 per day for a total of $12,250.00 during the 2009-10 school year.

BACKGROUND INFORMATION
The end product will be a K-5 curriculum consisting of reading and writing units for each grade to be completed by November 5, 2009.

TRAINING CONSULTANT
BE IT RESOLVED THAT the Board of Education approves a contract with McKay Consulting, LLC of North Lawrence, Ohio, to provide training and consulting services with district professional staff related to the Danielson Framework for Teaching at a rate of $2,000 per day plus expenses, not to exceed eight days during the 2009-10 school year.
BE IT FURTHER RESOLVED THAT the Board President, Superintendent and Board Secretary are authorized to execute and deliver any necessary contracts and reports on behalf of the Board.
BACKGROUND INFORMATION
The district is using the Danielson Framework for Teaching as a basis for evaluating teachers. McKay Consulting assists school districts and state service agencies around the country in using The Framework for Teaching as a foundation for the development of teacher evaluation systems, professional growth plans and models for teacher collaboration.

SUBJECT: AUTHORIZE ISSUANCE OF BID TO LEASE WIDE AREA NETWORK, INTERNET AND TELECOMMUNICATIONS SERVICES
BE IT RESOLVED THAT the Board of Education authorizes the issuance of a bid to lease services for district-wide wide area network, internet and telecommunications.
BACKGROUND INFORMATION
The facilities Committee is recommending that the district pursue a lease option versus the dark fiber build option previously being considered. Recent competitive developments indicate it may be possible to lease services that will provide drastically improved service at less cost than currently paid while eliminating the cost for building a network.

SUBJECT: RESCIND RESOLUTION 2538N OF AUGUST 17, 2009, AND RENEW THE CONTRACT FOR NONPUBLIC SCHOOL TRANSPORTATION FOR 2009-10 SCHOOL YEAR
BE IT RESOLVED THAT the Board of Education rescinds Resolution 2538N of August 17, 2009, and renews the nonpublic school transportation contract for Route SH1 to Seton Hall Prep for the 2009-2010 school year to Jimmy’s Transportation of Irvington, New Jersey on a net per diem basis of $225.91.
BE IT FURTHER RESOLVED THAT the Board President, Superintendent and Board Secretary are authorized to execute and deliver any necessary contracts and reports on behalf of the Board.
BACKGROUND INFORMATION
The district is required to provide home-to-school transportation for eligible resident students attending non-public schools. Applications are submitted by March 15 each year. As of March 15, applications had been received from 34 students from Seton Hall Prep. Additional applications were received during the summer requiring the expansion of the route to include 46 students.
