BOROUGH OF POTTSTOWN MONTGOMERY COUNTY PENNSYLVANIA
REQUEST FOR PROPOSALS
The Borough of Pottstown, a political subdivision of the Commonwealth of Pennsylvania, located in Montgomery County, is soliciting proposals to secure the services of a single transportation service provider to deliver services of the publicly owned Pottstown Area Rapid Transit bus system, (PART), in providing both fixed route bus, non – fixed route ADA paratransit services, and incidental charter service starting on July 1, 2015. The Borough of Pottstown invites proposals for the operation of PART for a three year period, with an option at the discretion of the Borough of Pottstown to extend for (2) additional years. The Borough of Pottstown seeks proposals from qualified firms or organizations, (public, private, non – profit) with experience in all aspects of public transportation administration, planning, management, operations, and vehicle maintenance, and coordination with local, Borough, County, State, and Federal Agencies. PART is a small urban public transit system, supported through Federal, State, and Local funds, offering the community an important and viable public transportation option in the greater Pottstown region. The Borough owns a bus fleet and other fixed assets supporting the provision of public transportation. Public transportation service is provided on (5) fixed routes in the Borough of Pottstown, Lower, Upper, and West Pottsgrove, and Limerick Townships in Montgomery County, as well as North Coventry Township in Chester County. ADA complementary paratransit service is provided to people with disabilities within ¾ of a mile of a fixed route for complementary paratransit service. The Borough encourages the participation of Disadvantaged Business Enterprises as well as Small Business Enterprises in this contract opportunity. All prospective proposers must attend a mandatory pre-proposal meeting on Thursday, January 29, 2015 at 2:00 p.m. at Pottstown Borough Hall, 100 East High Street, Pottstown, PA, 19464. Sealed proposals must be received by the Borough of Pottstown at 100 East High Street, Pottstown, PA 19464, 3rd floor, by 3:00 p.m. on March 30, 2015. All proposals received after this date and time will be considered as late and will not be opened or considered as a candidate for award. All proposals will be publicly read aloud on March 30, 2015 at 100 East High Street, Pottstown, PA 19464, 3rd floor. The Borough of Pottstown reserves the right to accept or reject any or all proposals as it deems to be in its own and/or the public’s best interests, to reject any or all proposals received that are not in compliance with all prescribed procedures and requirements, and to waive any and all minor informalities, subject, however, to the rules and regulations of the Commonwealth of Pennsylvania and the U.S. Department of Transportation.
