2. 16-0602 Speakers from the Floor:

Delbert Belken- Thank you to the City Council Members for all their hard work in the Memorial Day

festivities.

Council members thanked Mr. Belken for all of his hard work and dedication.

3. 16-0603 Discussion and Possible Action to Pass Resolution Authorizing the City Manager and City Treasurer to Make the Appropriate Interfund Transfers and Interfund Loans of Sums and Record the Same in the Appropriate Manner for FY2016 for the City of East Dubuque, Jo Daviess County, Illinois / Mayor Welp, City Manager Barklow, City Treasurer Mai

  City Manager Barklow addressed the council explaining the number breakdown of the General Fund, Capitol Projects, Enterprise Fund Transfers and the Interfund Loan Repayment for FY2016. These Interfund transfers are a breakdown for appropriation of funds that is prepared every year.

  Motion made by Alderman Walsh to Pass Resolution Authorizing the City Manager and City Treasurer to Make the Appropriate Interfund Transfers and Interfund Loans of Sums and Record the Same in the Appropriate Manner for FY2016 for the City of East Dubuque, Jo Daviess County, Illinois, seconded by Alderman Degenhardt. 5 ayes, motion carried. 4. 16-0604 Discussion and Possible Action to Approve Request from East Dubuque High School Student Council for the Homecoming Parade to be Held Friday, September 30, 2016 at 3:30 p.m. / Mayor Welp, City Manager Barklow

  Motion made by Alderman Degenhardt to Approve Request from East Dubuque High School Student Council for the Homecoming Parade to be Held Friday, September 30, 2016 at 3:30 p.m. downtown, seconded by Alderman Robey. 5 Ayes, motion carried. Absent: Alderman Lange.
  

5. 16-0605 Presentation of Build It • Grow It Business Program for the City of East Dubuque / Mayor Welp, City Manager Barklow, Lisa McCarthy

• 
  Lisa McCarthy thanked the Council for renewing the membership to Build It Grow It. Their program has expanded from Elizabeth to East Dubuque. She provided invitations for the council members to distribute to local area businesses in East Dubuque to attend a seminar presented by Build It Grow It. This seminar includes 5 free private consultation sessions and is a great tool to network with other businesses in the area. She has sent invitations and a press release, but urges the council member to jot a note on the invitations and personally deliver them to the local businesses as this is a good opportunity to show the local business owners that they genuinely care about their success. The seminars are monthly starting July through October.
  

6. 16-0606 Discussion and Possible Action to Approve Request Flea Market Special Event for 2017 / Mayor Welp, City Manager Barklow, Lisa Appel

  Lisa Appel addressed the council in regards to obtaining a special event permit in order to host a Flea Market in the City Lot in the 2017 summer season.
  
• 
  City Manager Barklow stated that reserving the lot is on a first come, first serve basis. Ms. Appel may fill out the Special Event Permit and will follow all of the same rules and regulations set forth in previous Flea Market events. Ms. Appel was happy with this and hopes to grow the Flea Market more than it has been in previous years.
  
• 
  Motion made by Alderman Walsh to Approve Request for Flea Market Special Event for 2017, contingent upon filling out a Special Event Permit application, seconded by Alderman Degenhardt. 5 ayes, motion carried. Absent: Alderman Lange.
  

7. 16-0607 Discussion and Possible Action to Accept Resignation Alderman Tom Lange, Ward II, City of East Dubuque Jo Daviess County, Illinois / Mayor Welp, City Manager Barklow

  City Manager Barklow read aloud to the council, Alderman Lange’s resignation letter. This is to be effective 06/06/2016.

  Motion made by Alderman Walsh to Accept Resignation Alderman Tom Lange, Ward II, City of East Dubuque Jo Daviess County, Illinois, seconded by Alderman Robey. 5 ayes, motion carried. Absent: Alderman Lange.
  

COUNCIL & COMMITTEE REPORTS:

8. 16-0608 Staff Reports: City Manager Report, Mayor Report, and Alderman Report

City Manager Report:

• 
  Public Works did a great job repainting throughout the city as well as landscaping the area by the bridge approach.
  
• 
  Met with Auditor Jeremy Wolff in regards to the annual report. He would like to see an Inventory list of fixed assets of $2500.00 or greater created. The sale of the 2 properties this last year has impacted the information as far as budgetary concerns, some areas we have exceeded, and some have not. The budget is really just a blueprint of financials, as other situations arise throughout the year that are not foreseen.
  
• 
  Working on achieving a no further remediation letter from the IEPA.
  
• 
  Working on an abandoned property sheet for various vacant properties in the downtown area.
  
• 
  The East Dubuque Lions Club is hosting their annual Fireworks display on Saturday June 25, 2016 at dusk. This is their tenth anniversary!
  

Alderman Report:

• 
  Alderman Vanostrand- Has there been any further action regarding fixing Hill Street? Is there going to be any entertainment downtown before or after the fireworks?
  
  • 
    City Manager Barklow stated that Hill Street is on the list of 7 or 8 streets that are of major concern. An estimate of $57K for repairs from Civil has been submitted and he will check to see which streets are on this estimate. He foresees that a realistic number for street repair would be more towards the $70K range. When they use a miller for the street, it is rented by the day, and not by the hour, so they are looking to maximize the use of the machine.
    
  • 
    Mayor Welp stated that there is also a destination charge which would be lowered if they repair the streets in groupings.
    
  • 
    There is nothing set in stone as far as entertainment for the fireworks.
