Main directions of Strategy of Actions?

Answer: Conducted since independence large-scale reforms have laid a solid foundation for the national statehood and sovereignty, safety and security, inviolability of state borders, the rule of law, human rights and freedoms, inter-ethnic harmony and religious tolerance in the society, to create decent living conditions for the population and the implementation of creative people building .
Waiver of administrative-command management of the economy, the gradual implementation of market reforms and a balanced monetary policy has contributed to macroeconomic stability, high economic growth, keeping inflation in the forecast limits, create opportunities and favorable conditions for development of small business and private entrepreneurship, farmers' movement .
However, a comprehensive analysis of the past stage of development of the country, the changing conditions of the world economy in the context of globalization and increasing competition require the development and implementation of radically new ideas and principles and to further the sustainable development of the advanced countries.
In order to improve the efficiency of radical reforms, the creation of conditions to ensure the full and accelerated development of the state and society, the implementation of the priority areas for the country's modernization and liberalization of all spheres of life:
1. To approve the developed on the basis of a comprehensive study of topical and exciting people and business issues, the analysis of the current legislation, law enforcement practices and the best international practices, as well as a broad public discussion Strategy actions in five priority areas of the Republic of Uzbekistan in 2017-2021 years (hereinafter - Strategy acts) in accordance with Annex № 1, providing for:
improvement of state and social construction, aimed at further strengthening the role of Parliament and the political parties in deepening democratic reforms and modernization of the country, the reform of public administration, development of the institutional framework of the public service, improvement of "e-government" system, improve the quality and efficiency of public services, practical implementation of public control mechanisms, strengthening the role of civil society institutions and the media;
the rule of law and further reform of the judicial system, aimed at strengthening the real independence of the judiciary and guarantees protection of the rights and freedoms of citizens, improvement of administrative, criminal, civil and commercial law, improving the efficiency of combating crime systems and crime prevention, the full realization of the adversarial principle in the trial, the improvement of the provision of legal aid and legal services;
development and economic liberalization aimed at further strengthening the macroeconomic stability and the maintenance of high economic growth, increasing its competitiveness, modernization and intensive development of agriculture, continuation of institutional and structural reforms to reduce the state presence in the economy, further strengthening the protection of rights and priority role of private property , stimulating the development of small business and private entrepreneurship, comprehensive and balanced socio-economic development of regions, regions and municipalities, active attraction of foreign investments in the sectors of the economy and regions of the country by improving the investment climate;
2. To establish:
National Commission for the implementation of the Action Strategy for the five priority areas of the Republic of Uzbekistan in 2017-2021 years in accordance with Annex № 2;
Commission on the implementation of priority directions of development of the Republic of Uzbekistan, in the Action Strategy, in accordance with Annexes №№ 3-7.
3. To establish that:
timely and effective implementation of the Action Strategy is the top priority and the main priority of all bodies of state power and administration and their officials;
The strategy is implemented in five stages, each of which provides for approval of a separate annual State for its implementation of the program in accordance with the declared name of the year.
4. Take note that in 2017 in the Republic of Uzbekistan declared the "Year of Dialogue with the people and the people's interests."
To approve the State Program on implementation of the Action Strategy for the five priority areas of the Republic of Uzbekistan in 2017-2021 years in the "Year of Dialogue with the people and interests" (hereinafter - the State Programme) according to annex number 8.
5. To entrust the Commission for the implementation of priority directions of development of the Republic of Uzbekistan, in the Action Strategy, organization of activities included in the State Program, and control over their complete, timely and quality performance, as well as the drafting of the relevant annual state to implement the program of action of the Strategy 2018 -2021's.
The Cabinet of Ministers of the Republic of Uzbekistan jointly with the Commission on the implementation of priority directions of development of the Republic of Uzbekistan, in the Action Strategy, to coordinate the activities of state and economic management, public authorities at local, non-profit organizations for the implementation of activities under the State Programme, as well as the implementation of a system of control the progress of its implementation on the ground.
To establish that the generalized information on the implementation of the State program of the Commission on the implementation of priority directions of development of the Republic of Uzbekistan, in the Action Strategy in the Office of the President of the Republic of Uzbekistan on a quarterly basis.
6. State authorities and organizations responsible for the implementation of activities under the State program, to pay special attention to:
radical improvement of the system of work with appeals of individuals and legal entities, the introduction of new effective tools and methods to establish an open dialogue with the public administration system in the practice of reporting officers to the population, the strengthening on this basis, people's trust in public authorities;
inadmissibility of creating bureaucratic barriers and obstacles in the consideration of physical and legal entities, the transformation process of dialogue with the population of campaigning;
openness of activities undertaken in the framework of the State Program, wide participation of citizens, members of representative bodies of state power at all levels, representatives of NGOs, self-government bodies, the older generation, women, youth, creative and scientific institutions.
7. The Ministry of Justice to monitor quality and timely preparation, approval and introduction of projects of normative legal acts envisaged in the State Program, as well as quarterly reports to the President of the Republic of Uzbekistan and the Cabinet of Ministers of the apparatus of the monitoring results.
8. National Information Agency of Uzbekistan, the National Television and Radio Company of Uzbekistan, Uzbek Agency for Press and Information, with the assistance of the media, as well as in cooperation with the Public Fund for Support and Development of Independent Print Media and Information Agencies of Uzbekistan, the National Association of Electronic Mass Media, the National Association of NGOs of Uzbekistan to ensure:
extensive explanation of the aims and objectives of this Decree in the media, including the Internet, it aimed at deepening democratic reforms, formation of a strong civil society, as well as the development of open direct dialogue between government bodies and the public in order to protect human rights and freedoms, human well-being, meet the immediate needs and interests of citizens, the rule of law, rule of law and justice in society, peace, interethnic and civil consent in the country;
prompt delivery to the public with objective, complete information on the progress and results of the activities carried out within the framework of the State program.
9. The Ministry of Foreign Affairs of the Republic of Uzbekistan have commissions for the implementation of priority directions of development of the Republic of Uzbekistan, in the Action Strategy, assistance in organizing the study of advanced experience of foreign countries in the sphere of socio-political and socio-economic development, with the involvement of representatives of international, if necessary, foreign government and non-governmental organizations.
10. Control over the execution of this Decree to assign to the Prime Minister of the Republic of Uzbekistan Aripova AN and State Adviser to the President of the Republic of Uzbekistan.
