Conceptual Framework
In this study, social judgment theory provided the theoretical frame for understanding the
relationship between visitors attitudes toward the Mono Basin Scenic Area (MBSA) fee
program, their spending preferences, and place attachment. From the literature reviewed,
it can be seen that recreationists’ attachment to place influences the manner in which
management actions are evaluated, such that the range of acceptable actions is reduced
in accordance with their level and type of attachment. While there is evidence to suggest
that, in general, recreationists support fee programs, this support could be strengthened by
their association with the specific geographic locale where fees are being implemented. If
their involvement or association with MBSA is either value-relevant (i.e., place identity)
or outcome-relevant (i.e., place dependence) based, then support for spending fee revenue
that coincides with these value orientations is likely to increase.
Based on previous work, it was anticipated that place identity and place dependence
would impact the relationship between visitors’ attitudes toward the MBSA fee program
and their spending preferences in a slightly different manner. Bricker (1998) and Vogt and
Williams (1999) showed that place identity and place dependence were linked to conflicting
management preferences and differing support for spending fee revenue. While the man-
agement actions relating to facilities and services presented to respondents in this study (see
Table 2) could be linked to the site’s mission of environmental education and environmental

protection, it was expected that those who indicate greater dependence on MBSA for their
recreational experiences will be more supportive of spending fee revenue in this domain
than respondents whose attachment to MBSA is emotionally based.
