The DAR programme provides support to WHO mem-
ber states for policy development and for the integra-
tion of rehabilitation into primary health care. Within 
the United Nations system, the DAR team collabo-
rates with the International Labour Organization (ILO), 
UNESCO and UNICEF to promote and strengthen the 
community-based rehabilitation strategy for rehabili-
tation, equalization of opportunities, poverty reduc-
tion and social inclusion of persons with disabilities. 
The World Health Organization is currently leading 
the preparation of the World Report on Disability, to 
be released in 2009.

Conversely, where these already 
exist, segregated services can provide outreach to 
the whole community. In India, for example, special 
schools run by the Spastics Society were opened to 
children without a disability living in nearby deprived 
urban areas.

With regard to older children, in Belarus UNICEF has 
worked with partners in providing children with dis-
abilities with better care and opportunities for devel-
opment and integration. Family support models of 
collaboration between NGOs, local authorities and 
public agencies were developed and implemented in 
18 regions of the country. Children and adolescents 
were offered access to information and training in life 
and vocational skills. In all, more than 2,500 children 
and adolescents with disabilities benefited from this 
project.

In addition, almost 1,000 parents of children 
with disabilities were given counselling and training to 
strengthen their knowledge and skills to support them 
in providing their children with better care.
