| Invitation for Bids
1. The Independent State of Papua New Guinea (PNG) has received a loan from the Asian Development Bank (ADB) toward the cost of Maritime and Waterways Safety Project (MWSP). Part of this loan will be used for payments under the contract named above. This contract will be jointly financed by Government of the Independent State of Papua New Guinea. The eligibility rules and procedures of ADB will govern the bidding process.
2. The National Maritime Safety Authority ("the Employer") now invites eligible bidders to provide sealed bid for the following contract: NMSA/AWHS-01-3657: Archipelagic Waters Hydrodynamic Study. Estimated time to complete the study: 15 months.
3. International Competitive Bidding (ICB) will be conducted in accordance with ADB’s Single-Stage One-Envelope bidding procedure and is open to bidders from eligible source countries of ADB.
4. Only eligible Bidders with the following key qualifications should participate in this bidding:
(i) The bidder shall have
(a) a minimum turnover for the last 3 years: US$ 1,600,000; and
(b) as a minimum, the bidder’s net worth should be positive;
(ii) The bidder must demonstrate access to, or availability of, financial sources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet a cash-flow requirement of US$ 200,000, plus bidder’s cumulative financial resources for current contract commitments;
(iii) Participation in at least one contract or combined contract of hydrodynamic studies that has been successfully or substantially completed within the last seven (7) years and that is similar to the proposed works, where the value of the Bidder’s participation exceeds the following amount: US$ 800,000. The similarity of the Bidder’s participation shall be based on the physical size; and
(iv) Within the last seven (7) years, the bidder must have:
(a) experience in hydrodynamic details for charting purposes for specified locations, seasonal, tide/current model of any regional or country waters and regional model outputs suitable for developing sailing directions, etc. at least one contract.
(b) experience on providing training of personnel in hydrodynamic related models.

6. To purchase the bidding documents in English including softcopy in a CD or flashdrive (pdf files), eligible bidders should:
(i) Write to address above (or through email) requesting the bidding document for NMSA/AWHS-01-3657 Archipelagic Waters Hydrodynamic Study.
(ii) Payment of a nonrefundable fee of US$350 excludes bank fees or in PNG currency equivalent, the exchange rate published by Bank of Papua New Guinea on the date of payment to the following bank account:

The bidding documents will be issued during normal working days from 9.00 am to 4.00 pm at the address in Para. 5 until 21 November 2016.
