This is an impolite way of describing somebody who is talking, talking,
talking about something so boring that you stopped listening a long ago.

I haven't had the experience myself, but I have heard that you never forget
the bang of the prison gate when it closes behind you as you go in. Up
often means the end. When you are banged
up
you are not going
anywhere for a long time.
Usually this is passive.
Charlie the Coker was banged up for fifteen years.
