emerge. He will come forward from the mass of the people to the podium.
Forward sometimes has a rather formal sense. Think of

When 'Mary's Merry Misadventures' opened in London, it came in for a
lot of bad reviews. The play closed in a week.
To come in is to arrive. In the old days London or Paris were the places
to be. When a new play came in to town, fashionable people were always
ready to be critical. If the play was considered below standard, it would
come in for a lot of criticism. People would be rude about it.
It always has a negative sense, a sense of unpleasantness.
Whenever Hamish got bad marks at school, he would come in for a lot of
shouting at home.
