buildings), means of transport, a mine (it does cover the 
buildings at the surface), and a borehole site.
Other alternative provisions cover premises such as 
sports grounds.
13.2.3 PART 2 fi re safety duties
The responsible person must take appropriate general 
fi re precautions to protect both employees and persons 
who are not employees to ensure that the premises are 
safe. Details are given in Chapter 17.
Risk assessment and arrangements
The responsible person must:
➤
make a suitable and suffi cient risk assessment to 
identify the general fi re precautions required (usually 
known as a Fire Risk assessment)
➤
if a dangerous substance is or is liable to be 
present, this assessment must include the special 
provisions of part 1 of Schedule 1 to the Order;
➤
review the risk assessment regularly or when there 
have been signifi cant changes
➤
with regard to young persons, take into account part 
2 of Schedule 1
➤
record the signifi cant fi ndings where more than 
4 people are employed or there is a license or

➤
apply the principles of prevention part 3 of 
schedule 1
➤
set out appropriate fi re safety arrangements for plan-
ning, organization, control, monitoring and review
➤
eliminate or reduce risks from dangerous substances 
in accordance with part 4 of schedule 1.
Fire-fi ghting and fi re detection
The responsible person must ensure that the premises 
are provided with appropriate:
➤
fi re-fi ghting equipment
➤
fi re detectors and alarms
➤
measures 
for 
fi re-fi ghting which are adapted to the 
size and type of undertaking
➤
trained and equipped competent persons to imple-
ment fi re-fi ghting measures
➤
contacts with external emergency services, particu-
larly as regards fi re-fi ghting, rescue work, fi rst-aid 
and emergency medical care.
