Introduction
The state manages the processes of improving the standard of living of the population by
the following complementary methods: economic, financial, regulatory, organizational,
informational and social. The effectiveness of the use of these methods, especially the
information method, in the public administration system significantly depends on the degree of
use of modern information and communication technologies (ICT) and systems. They form a
structurally and functionally organized network information and analytical service at all levels of
government, including computer and communication tools and providing regular collection,
accumulation, storage, processing and analysis of information about the standard of living of the
population.
Among the most common methods for studying, the standard of living of the population
is a questionnaire survey of households, carried out by sociological methods. The results of such
a survey provide comprehensive information about the system of interrelated (integral and
differentiated) quantitative indicators of the real standard of living of the population, which
allows a comprehensive assessment and analysis of their structure, dynamics and rates of change.
The development of computer technology and the Internet has an impact on the
methodology for conducting a sociological survey. In recent years, the procedure for conducting
interviews using CAWI (computer assisted web interviewing), CATI (computer assisted
telephone interview), CAPI (computer assisted personal interviewing) and other off-line and on-
line methods of collecting information has become the most in demand when measuring
quantitative and qualitative indicators of the standard of living of the population. This has led to
the following trends. Firstly, in traditional household surveys, when collecting information using
the “face to face” method using a “paper” questionnaire, when the interviewer fills out the
questionnaire from the respondent’s words (PAPI - paper assisted personal interview),
alternative off-line methods began to be used, in which the interviewer, according to the
respondent, fills out a standardized electronic questionnaire on a computer, laptop, tablet
computer or mobile phone. Secondly, researchers are moving to on-line surveys, which use the
procedure of self-completion of the questionnaire by the respondent; panels of households are
being created, the participants of which independently fill out questionnaires in the on-line
