Introduction (annotation of the doctoral thesis)
Urgency and relevance of dissertation subject
. The deepening of the
processes of globalization leads to a sharp increase in demand for highly qualified
personnel.
In the years of Independence due to the implementation of program activities
and measurements, radical reform of the education system of our country became
the result of international recognition. In particular,
national development model
allowed creating an integrated system of continuing education that meets
international standards.
In the socio-economic development of the country, in the preparation of the
spiritual and mature and competitive specialists undoubtedly plays an important
role the activity of manager of education. In this regard, preparation for innovative
activity of managers of education in higher education occupies a special place. The
effectiveness of their activities to a certain extent is connected with the social and
psychological factors that are essential for the development of socio-psychological
technologies of training managers of education for innovative activity.
Improvement of the socio-psychological technologies of training the manager
of education for innovative activity is actualized as follows: direct dependence of
socio-economic development and improvement of all other types of education on
the level of development
of higher education, because the quality of staff
determines the current state and future development of the state; leading role in
shaping the education managers into competitive specialists; dependence on the
development
of science in general, and in particular psychological quality of
training of education managers, because at this stage the scientific potential of the
Republic of Uzbekistan is mainly concentrated in the universities; the fact that the
socio-psychological portrait of the manager of education in each country has its
own ethnoregional and ethnopsychological features, without the knowledge and
consideration of which it is impossible to achieve the effectiveness of the manager;
explicit dependence of the socio-economic impact
in all sectors of society
including the economic development of quality of training of manager of
education, as well as its efficiency in innovation; the absence of specific socio-
psychological research on the problem of improving the social and psychological
development of technology of training the education manager for innovative
activity at such an important form of education, as the highest school.
It should be noted that in modern scientific organization, basing on the quality
of high school education in the framework of this dissertation research, here
occupies an important place the identification of socio-psychological barriers for
managers of education, adversely affecting their growth and innovation activities,
the definition of evaluation criteria of innovational operations of manager of
education in higher education institution, the identification of significant social and
psychological components of fitness of education manager for innovative activity.
Nowadays are important socio-psychological tasks of the development of
standardized psycho-diagnostic tools to the study of social and psychological
features
of manager of education, a profound study of the methodological

characteristics of the process of preparation of manager of education for
innovative, as well as developed technology of training of manager of education.
Therefore, this dissertation research is addressing a number of problems with
the reflection in the legal documents of the higher school, in particular, to improve
the quality of education, improve the regulations into line with modern
requirements, the preparation of competitive highly qualified personnel.
