export the product of comparative advantage and import auto parts.
Of course, export
and import operations across the customs border are controlled by customs authorities
and it is important to develop customs procedures to increase foreign trade of every
country and investment attractiveness.

Considering these, the Republic of Uzbekistan is undergoing consistent reforms
aimed at improving the efficiency of the state customs service of the Republic of
Uzbekistan using modern information and communication technologies. The ongoing
work on implementing the standards and recommendations of the world trade
organization, the world customs organization, and other international organizations
into national legislation requires improving customs administration and simplifying
customs procedures.
At the same time, «paperless and electronic customs» is not developing at the
proper level, and methods of combating smuggling and movement of counterfeit
products, corruption, illegal currency transactions and customs evasion require the use
of modern and proven methods of customs administration. In order to reform customs
administration, further improve and increase the efficiency of customs authorities,
create a «digital customs», which is a logical continuation and development of
«paperless and electronic customs», as well as accelerate the implementation of
generally accepted international norms and standards in the field of customs into
national legislation.
The Concept for reforming customs administration and improving the efficiency
of the state customs service of the Republic of Uzbekistan in 2020-2023 was approved
in accordance with Annex 1 of the Decree of the President of Uzbekistan dated June 5,
2020 №6005 “About reforming of customs administration and improvement of activity
of bodies of the state customs service of the Republic of Uzbekistan”, which includes
the all areas of development and improvement of the activities of customs authorities.
This concept was developed in accordance with the Decree of the President of the
Republic of Uzbekistan dated November 24, 2018 №5582 «On additional measures to
improve customs administration and improve the efficiency of the state customs
service of the Republic of Uzbekistan».
The Concept includes recommendations of the World customs organization and
an approach based on the experience of advanced countries on the issues of customs
administration reform, as well as defines the goals, priorities and main directions for
the development of customs authorities' activities and is the basis for the development
of programs and comprehensive measures aimed at their development.
In recent years, large-scale work has been carried out to reform customs
authorities, increase their efficiency and introduce advanced, modern information and
communication technologies into their activities. In particular:

the procedure for «total» customs control of goods and vehicles has been
abolished, and a risk management system has been introduced that provides for
selective customs control;
the Institute of authorized economic operators was introduced;
reduced the time of customs clearance and release of goods several times;
border customs posts have been equipped with advanced inspection and
inspection complexes of the world's leading manufacturers.

As a result of reforms, the efficiency and transparency of activities of the state
customs service of the Republic of Uzbekistan are increasing.
Most of the countries all over the world have comprehended that rapid economic
growth cannot be achieved in an environment with inefficient and cumbersome
international trade processes. Modern IT technologies and innovations have been
implemented to the modernization of international trade and cross-border regulatory
procedures. That’s why, digitalization plays an essential role in modern Customs.
Of course, digital customs is one of the most essential part of digital economy to
develop process of exporting and importing goods, effective customs clearance and
customs control. Therefore, digital customs helps to exchange information easily with
other national customs authorities and there are some essential characteristics of digital
customs which help to implement it. According to The variation of the Digital customs
concept of WCO, Digital customs is a mean, not an end in itself, and the goal should
not be to digitize existing bureaucratic processes, but first of all to analyze them in
order to achieve the best possible result. Digital customs refers to any automated or
electronic activity that contributes to the efficiency, effectiveness and coordination of
customs activities (such as automated customs clearance systems, the “Single
Window” concept, electronic information exchange, websites for information transfer
and transparency promotion and the use of smartphones).
In this field Uzbekistan has implemented major reforms. At the same time,
customs bodies implemented measures to introduce new automated information
systems, including “Risk management system”, “Automatic registration and allocation
of customs cargo declaration system” and other automated programs. Further
improvement of procedures for the implementation of effective control over goods and
vehicles in customs bodies, including the introduction of it in border customs posts, the
“Single Window” customs information system is being launched.
Effective organization of customs administration and adaptation to international
standards serves to increase the revenue of customs duties to the state budget by 25%
every year, the possibility of transferability of customs posts by 3 times, the time spent
on customs clearance by 5 times in export, in import by 2 times shorter. We can
summarize from the figures, at the present stage, customs administration plays an
important role in the development of both the world economy and international
economic relations as a whole, as well as individual subjects of the world economy,
being a factor of economic growth and a factor of increasing investment attractiveness
of country.
