The aim of the research
is to improve the scientific and theoretical basis of 
the innovative cluster of pedagogical education based on the priority principles of 
educational policy implemented in our country. 
The tasks of the research
are: 
research of the concept of innovative cluster of pedagogical education as an 
important scientific and pedagogical problem based on the study of scientific, 
scientific and methodological literature, highlighting its significance at the 
educational, scientific and industrial stages and analyzing foreign experience in 
this field; 
development and description of the structure and principles of the innovative 
cluster of pedagogical education; 
determination of methods for organizing interaction of educational institutions 
by means of the cluster in connection with the pedagogical educational conditions 
in our country; 
study of the scientific and theoretical foundations of the concepts “Innovative 
Cluster of Pedagogical Education”, “Innovative Experimental Platform School-
Laboratory”, “Laboratory of Modular Preschool Education", substantiation of their 
significance in improving the effectiveness of teaching and upbringing in 
preschool institutions and general secondary education schools; 
improvement of the teaching of native language and literature in secondary 
education schools through a cluster, develop questions for various tasks and 
questionnaires based on the selected teaching methods and approaches to preparing 
students for the international PISA program, as well as test them. 
The object of the research
is to determine the process of improving the 
quality of education and upbringing in general secondary educational institutions 
using an innovative cluster of pedagogical education. The experimental work 
involved 323 students in grades V-VII of 5 secondary education schools in 
Tashkent, Samarkand and Khorezm regions.
