Introduction
The President of the Republic of Uzbekistan Sh.M.Mirziyoyev in his 
speech at the solemn ceremony dedicated to the 29th anniversary of 
independence of our country on August 31, 2020 spoke about the fact that 
Uzbekistan is laying the foundation for a new Revival - the Third 
Renaissance.
“Today, when we talk about our country, the phrase “New 
Uzbekistan” is used in the world. It is a recognition of the tremendous 
achievements we have made in recent years, as we have entered a 
completely new stage of development.
It is true to say that in the modern world, where the great power of 
our people is in full swing, the foundation is being laid for a new Revival 
in Uzbekistan - the Third Renaissance. Because today’s Uzbekistan is not 
yesterday’s Uzbekistan. Our people today are not the people of yesterday”, 
said the head of our State.
What exactly is the foundation of this Renaissance? Undoubtedly, as 
a result of reforms in our country, a lot has changed in the field of science 
in recent years. First of all, there is a growing focus on the development of 
science. It is no exaggeration to say that the foundations of the Third 
Renaissance are our glorious past, the vast and rich scientific heritage of 
our ancestors in the First and Second Renaissances.
At the Day “Teachers and Coaches” celebrations on September 30, 
2020, the President once again reminded us that we are entering the Third 
Renaissance. In particular, we should not look at our ancestors, who left a 
worthy mark in every field of science, as “just the past” and read their 
scientific and creative heritage, which we know and have at the same time, 
emphasized the need to study.
O f course, jurisprudence has a place in the foundations of the Third 
Renaissance. In particular, the theory and history of state and law is one of 
the most important disciplines of jurisprudence. This subject is of great 
importance for all disciplines of jurisprudence, and all lawyers strive to 
master it in full. Today, the study of Islamic law (fikh), which occupies a 
very important historical period in the history of the state and law of 
Uzbekistan, is becoming more important for lawyers.

It should be noted that the study of the scientific heritage of Kaffal 
ash-Shashi, a major figure of the First Renaissance (IX - XII centuries), is 
one of the foundations of the Third Renaissance, in which we are moving. 
It is important for us, future lawyers, to study the scientific legacy of our 
ancestor Kaffal Shashi in fikh (Islamic jurisprudence), who is famous all 
over the Islamic world.
As noted by President Sh.M. Mirziyoyev, each branch of science 
should have its share in building the foundations of the Third Renaissance. 
For us, studying the legal works of our First and Second Renaissance 
scholars, such as Kaffal Shashi, is tantamount to laying the foundations for 
the Third Renaissance.
