INTRODUCTION (abstract of the thesis of the doctor of philosophy (PHD)) 
The aim of the research work 
is to develop practical proposals and 
recommendations for the effective formation of tax administration in Uzbekistan. 
The research objectives 
are as follows:

tax administration: the study of the content, genesis and transformation in 

modern conditions;
substantiate the objective need to form an effective tax administration as a 
strategic direction of improving the tax system; coverage of the conceptual 
framework and conditions for effective tax administration;
Analysis of the laws of development of tax administration in Uzbekistan, its 
systemic problems and government measures to address them;
Methodological approaches to assessing the effectiveness of tax 
administration, analysis of performance indicators;
economic modeling of the level of tax revenues derived from the efficiency of 
tax administration and the development of an integrated indicator of the efficiency 
of tax administration;
study the issues of improving the interaction of tax authorities with 
government agencies in order to optimize tax administration procedures and 
consolidate the database;
identification of tax risks and planning of tax control, development of 
methods for their minimization in the process of transfer;
scientific substantiation of ways to improve the organization of interaction 
between tax authorities and taxpayers.
