RITERIA 
 
Eligible researchers (apprentices) must:
 
●
Be a Master’s or Doctoral degree student (ideally two or more years before graduation). 
Applicants who hold an undergraduate degree and are currently engaged in relevant 
research will be considered on a case-by-case basis.
●
Be working on research or a dissertation in a RAP thematic area 
●
Be able to work both on a team and independently 
●
Possess excellent oral and written communication skills in English and Russian 
●
Be a citizen of Kazakhstan, Tajikistan, Turkmenistan or Uzbekistan 
The ideal RAP host organization is a transparency advocacy organization, think tank, 
university or research center based in Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan or 
Uzbekistan. 
 
To be considered for RAP, all applicant organizations must demonstrate: 
●
At least five years of experience in meaningful public policy analysis
●
Experience with in-depth problem analysis, adopting and/or amending laws and/or 
participation in developing government programs and initiatives 
●
Experience participating in public decision-making processes, including advocacy 
activities to promote transparency and access to information, win opportunities for
