The implementation of the CRC is monitored at the 
international level by the Committee on the Rights 
of the Child, which oversees the progress made by 
States parties in promoting the realization of chil-
dren’s human rights. Reiterating its concern with the 
rights of children with disabilities, in 2006 the Com-
mittee issued a General Comment on this particular 
topic (see chapter 5 below for discussion of the 
Committee’s comments and policy recommendations 
concerning children with disabilities). 
other international human rights instruments 
and decisions
In addition to the CRC, a number of other important 
human rights instruments reinforce the rights of per-
sons with disabilities (box 4.1). Of particular note is 
the renewed impetus for recognizing the principle of 
non-discrimination as a fundamental part of all inter-
national human rights instruments, thus guaranteeing 
their relevance to persons with disabilities.

Disability issues have also been addressed in the con-
text of other human rights institutions of the United 
Nations, for example, in 2006 in a report by the Spe-
cial Rapporteur on the right to education, addressing 
steps to fulfil the right to inclusive education.
