Description: 
The 32 Op-Code will build a standard service request $32 to send to an ECU. This Op-Code is used to stop a 
Device Specific Control routine, from the Utility File, which was started by an Op-Code 31.

Build Stop Routine by Local ID Request as indicated in the table below
