4. Discussion 
In accordance with the norms of state and regulatory regulation of the water resources management 
process in Kazakhstan, there are opportunities to attract new technologies to the country's water sector. 
In Kazakhstan, the main regulatory legal act regulating the process of using and renewing water 
resources is the Water Code of the Republic of Kazakhstan No. 481 of July 9, 2003. In accordance 
with the Water Code, the Concept of a new State Program for Water Resources Management of the 
Republic of Kazakhstan has been developed and is in effect. 
Water management, by virtue of the main branch for ensuring the production of products, 
especially in agriculture, has always been developing, updated and widely used new technologies of its 
time. All innovations were aimed at water conservation, saving water at all stages of the technological 
sequence of activities, from sampling, transportation, distribution to feeding, for example, to the root 
of the plant point–by–point. The industry began to focus on anhydrous production technologies. Thus, 
production intuitively follows the path of reducing the impact of existing or expected water scarcity 
(table 3).
