management. As mentioned by Long (2000) that employee training is a learning 
experience: it seeks a relatively permanent change in employees that improves job 
performance. Thus, training involves changing skills, knowledge, attitudes, or 
behavior [10].
The availability of highly qualified specialists in the regions, as well as the 
availability of higher education institutions that prepare highly qualified specialists, 
has a significant impact on ensuring the investment attractiveness of the region. This 
is because it saves resources, such as time and money, when a local or foreign 
investor provides potential professionals from a remote area or abroad. To conclude, 
I can say that the improvement of the process of training skilled and potential 
personnel in the regions has a positive impact on the investment attractiveness to the 
region.
