THE UNDP PROGRAMMES
The first of the two county programmes being
evaluated, the Country Cooperation Framework
2000–2004, focused on two broad themes:

options, and institution-building aimed at
developing and strengthening the structures
and capacities of government to effectively
manage the country’s transformation.
