“Impacts of world economic crisis on financial sector stability and economic security of countries”

Conclusion. 

 

The  severe  financial  crisis,  which  spreads  today  at  a  dramatic  speed  over  the  world, 

encourages  economists,  as  well  as  politicians,  to  reconsider  the  question  of  the  national 

economic  security,  particularly  for  transition,  emerging  and/or  less  developed  countries, 

which are largely opened to international capital mobility and trade. Economic security, as we 

have seen, has to be analyzed in terms of macro-economic stability and control by the public 

authorities, of the uncertainty inherent in every economic activity. 

In  this  paper,  the  double  dimension,  the  financial  and  the  real  ones,  of  the  channels 

through  which  this  worldwide  crisis  spreads,  have  been  identified.  During  the  last  two 

decades, the financial and real flows’ volatility, frequently resulting from a too large and too 

rapid liberalization, has enhanced the economic insecurity in many countries, in spite of their 

accession to the three main international and multilateral institutions (IMF, World Bank and 

WTO).  

For this reason, nowadays, the entire concept of international organizations should be 

rethought.  Specifically,  these  organizations  should  create  a  sound  environment  for 

development and reinforcement of regional institutions in both financial and real spheres. At 

the  national  level,  the  local  authorities  have  an  important  role  to  play,  not  only  in  order  to 

stabilize  the  national  economic  activities,  but  also  in  establishing  and  promoting  specific 

institutions  which  have  to  deal  with  social  instability,  so  called  “social  amortizers”. 

However, if the national institutions addressing these issues are insufficient and/or inefficient, 

regional  coordination  and  cooperation  is  absolutely  necessary.  Transparency,  clear  policy 

commitment  and  accountability  are  important  conditions  for  reliance  and  good  relationships 

among financial institutions, private firms or corporations and households. 

However,  we  have  also  shown  that,  facing  the  heaviness  and  pressure  of  today’s 

globalized  world,  regional  institutions  could  also  have  a  big  role  to  play  in  terms  of  mutual 

insurance  and  policy  coordination.  This  mutual  cooperation  between  neighbors  is  especially 

important  to  enhance  the  economic  credibility  of  national  institutions.  The  changes  in

institutional  characteristics,  mentioned  above,  seem  to  be  necessary  measures  to  ensure 

economic security and to overcome the current economic crisis.
