Parliament of Uzbekistan
THE CONCEPT OF PARLIAMENT Parliament is derived from the French word "parler" - to speak, meaning "place of official conversation". The parliament is the highest representative body of the state and exercises legislative power. The history of parliament is measured by ars. Parliament began with the Great Charter of Freedom, adopted in England in 1215, and established in 1265 as a representative body of state power.
In the 17th and 18th centuries, parliaments were formed in other countries as well. Parliament is called by different names in foreign countries. For example, in the United States and Latin America it is called the Congress, in the United Kingdom the Parliament, in Finland and Poland the Sejm, in Germany the Bundestag, in Russia the Duma, and in Uzbekistan the Oliy Majlis.
Parliament is not a meeting of ambassadors who must support different and conflicting interests in the fight against other leaders and defenders as a guide and defender, but a parliament that discusses the issues of the whole nation with common interests.
Parliament of the Republic of Uzbekistan - Organization and activity of the Oliy Majlis
On December 28, 1993, at the XIV session of the Supreme Soviet of the Republic of Uzbekistan, the laws "On elections to the Oliy Majlis of the Republic of Uzbekistan" were adopted. They put on the agenda the need for radical legislative reforms
Currently, the lower house of the Uzbek national parliament, the Legislative Chamber, has 150 deputies, and the upper house, the Senate, has 100 senators. As a result of the reforms initiated by the President, in 2006 some of the powers of the President were transferred to the Senate, and in accordance with the Law "On Amendments and Additions to the Constitution of the Republic of Uzbekistan" Article 80 of the Constitution 'z found the opposite.
The first convocation is the first session of the Oliy Majlis of the Republic of Uzbekistan
On February 23-24, 1995, the first session of the newly elected First Convocation of the Oliy Majlis of the Republic of Uzbekistan took place. The session elected the Chairman of the Oliy Majlis of the Republic of Uzbekistan and a four-member Deputy Chairman. EH Khalilov, Chairman of the Oliy Majlis, BI Bugrov, BA Shodiyeva, AK Kasimov, Representative of the Republic of Karakalpakstan - Chairman of the Supreme Council of Karakalpakstan U. Ashirbekov were elected Vice-Chairmen, the Mandate Commission was formed at the session.
During the years of independence, the Oliy Majlis has established and deepened relations with international parliaments. The National Parliamentary Group of Uzbekistan has been formed. The Inter-Parliamentary Union of the Republic has established relations with the Parliamentary Assembly of the Organization for Security and Cooperation in Europe and the European Parliament.
PREPARATION OF DRAFT LAWS OF THE SUPREME ASSEMBLY
he Oliy Majlis elects committees and commissions from among the deputies to carry out the preparation of draft laws, preliminary consideration and preparation of issues submitted to the Oliy Majlis.
