Minutes September 8, 2009

Gering, Nebraska

The meeting was called to order at 10:15 AM by Chairman Jerry Bretthauer. The meeting was broadcast via TeleHealth in Gering to Chadron, Alliance and Sidney. The agenda for today’s’ meeting was published in the ScottsBluff Star Herald Newspaper as required. Reference was made by Chairman Jerry Bretthauer to the Open Meetings Act of which there is a posted copy at the Gering site and at the satellite locations in Sidney, Chadron and Alliance

Attendance:

Alliance site: None Chadron site: Tony Serbousek Communications; Nan Thornton, Region 23 Emergency Management Sidney site: Jim Collins, Region 21 Emergency Management; Michelle McClure, Cheyenne County Communications, John Henke.
Chairman Bretthauer added Kimball County voting rights in the Panhandle PET to the agenda. To be placed under New Business.

No visitors were noted.


Richards made the motion to accept the agenda with additions. Second by Thornton.

Old business:
The MOU with NSP to establish Troop E as a voting member of the Panhandle PET was tabled. NSP was not in attendance.
2008 Work Plan has been sent in to the State. Everything has approved with the exception of the Fire Mutual project #10. It appears to be a simple clerical error. The chairman will monitor and advise. Canopy links were discussed regarding the Chadron Project. Mike Jeffres is asking for more information. Bob Eastwood is coming to the Nebraska Panhandle with two systems analysts to discuss interconnectivity issues on Friday 9-11-09.
The MOU funds have been returned to NEMA and the IED Fusion Center.
The ICS 300/400 classes were well attended in the Panhandle Region at the Scottsbluff Police Department. Jim Collins will have ICS 300/400 classes in Sidney the week of November 16.
Public Information Officer Classes were held in Bridgeport by Jerry Bretthauer with the assistance of Fiona Libsack of Regional West Medical Center 8-27-09. There were sixteen people attending.
The 2007 Work Plan report shows that all projects have been paid except Project #4 installation fee of $5665.00.
The 2005 Banner County Digital Repeater issue was discussed. The installation has been an on again/off again project for a number years. Richards will contact Tim Grubbs, the Banner County Fire Chief for an update and any plans to install and use the appliance. If it is not going to be installed, PET may be able to find a use for the repeater inside another project on the PET table.
……….(Richards had contact with Tim Grubbs, Fire Chief for Banner County. Grubbs told me that they will be installing the 2005 digital repeater at the Hilltop Tower south and east of Harrisburg. The older Hilltop repeater will then be re-deployed to a tower at Schuler Angus Ranch near Reddington.)

Tony Serbousek arrived and addressed the Canopy Link Project at Chadron. Tony advised the group that he is working with WestCom of Rapid City on the bid/specs. Chairman Bretthauer encouraged Tony to include Hal Basset of Interop Solutions to be included in those discussions. This will clarify if the canopy link project for Chadron can be funded through the PET process.

The 2009 Work Plan is moving ahead. The Panhandle PET is currently showing priorities as listed: The Scottsbluff Public Safety Building Radio Tower project; the Cheyenne County SWAT portable radios/pagers; Scottsbluff PD portables; Region 21 interoperability pagers; Region 23 Chadron pagers; Sheridan County Fire Road; Cheyenne County SWAT pagers.
Jim Collins advised the PET Committee that the he had been awarded a special grant of $72,000 for the Cheyenne County SWAT projects and Region 21 pagers. The grant pays for the radios and pagers that were delineated in the 2009 PET requests. Collins asked that the Cheyenne County projects be removed from the 2009 Work Plan.
A motion was made by Nan Thornton to remove the Cheyenne County SWAT and Region 21 pager requests from the 2009 Work Plan and re-prioritize the remaining projects. Second by Jim Collins.
Motion passed

The 2009 list was re-written to reflect:


Project #1 The Scottsbluff Public Safety Building Radio Tower project $40,950;

Project #2 Scottsbluff PD portables $9,301.15;

Project #3 Region 23 Chadron pagers $28,572;

Project #4 Sheridan County Fire Road $S1438.00

Paraclete Classes are scheduled for Chadron 9-14-09; 9-16-09 in Gering; 9-17-09 Kimball; 9-18-09 Gering. Classes are 8AM to noon and 1PM to 5 PM each day.

Crisis Management of School Based Incidents is schedule for 10-5-09 in Chadron, 10-7-09 in Gering 10-9-09 in Sidney. Classes are 715 AM to 5PM.

The Disaster Management classes for Wastewater and Water Utilities is set for 9-22/23-09 at the Gering Civic Center. All registrations are due by 9-11-09. CEU’s are available.

Planning for then 2009 TERREX is continuing. The date for the exercise is Nov 18, 2009. Several meetings have taken place with the planning committee.

The Panhandle Region NIMSCAST Rollup was completed on 8-25-09

The table top exercise on Water Terrorism has been moved from April 19/23 0f 2010 to March 8/12 of 2010. Contact Jerry if you want to attend.

A brief discussion was held about the Tower Procurement Procedures that were recently distributed by NEMA.


New Business:
Proposals for the 2009 Work Plan were invited. Ray Richards presented a request for Scotts Bluff County Communications that is stated in Nebraska TCIP. A radio cache is discussed to provide additional communications during a large incident. These radios would already be programmed, charged and ready to go into service.

A SMART Board (Prometheus) is needed for the Communications Center. Several Mobile Command Posts in Nebraska have this technology. SMART Boards are very stable and popular and portable that can be moved. Tony Serbousek Chadron also expressed interest in having one as well. The AEL will be scanned to see if they allowed.


A discussion was held that focus on the issue to rewrite the MOU with Kimball County pertaining to their having one vote with Panhandle PET. Assistance will be asked from John Ferrone with the proper wording and procedure. Jim Collins advised that Kimball County does not communicate with his office. Chairman Jerry Bretthauer will contact the Sheriff of Kimball County and review the Panhandle PET platform.
