STUDENT DISCIPLINE PLAN

2015-2016


Definition of Discipline:

A system of behaviors which develop self-control, orderly conduct, and respect for others providing an optimum educational environment for all.


Definition of Infractions:

Violations of classroom, playground, bus, cafeteria and/or school-wide rules.


All Staff members will agree to strive to implement the procedure and philosophies outlined in this plan. Every student in this school is the responsibility of all administration, faculty and staff members. Therefore, it is agreed that the following rules will be enforced in all classrooms, as well as common areas of the campus.
All students will adhere to the rules as defined by this plan. All students will be subject to equitable and fair consequences based on district policy for behavior violations. All administrative consequences will be based on the guidelines outlined in the discipline matrix.
Note to Staff:

This behavioral guide has been developed to help the staff increase consistency while supervising common areas and to provide teachers with a basis for teaching and re-teaching responsible behavior.


Contractual Requirements:

  1. An employee may remove a student to the principal or his/her designee when the grossness of the offense, the persistence of the misbehavior or disruptive effect of the behavior makes the continued presence of the student in the classroom intolerable. (Section 11-4,5a.)

  2. Prior to such student(s) being readmitted to the classroom, the principal or his/her designee to whom the student was removed shall provide in writing a statement of specific action taken and the consequences to the student if the incident recurs. The teacher may exclude student from class in compliance with Florida Statutes and Board Policy. (Section 11-4, 5b.)

  3. In such cases, the staff member shall furnish the principal or designated representative, as promptly as teaching obligations will allow, with full particulars on the problem or incident in writing utilizing the student referral form (Section 11-5, H.)

  4. The behavior plan developed by the school must incorporate the principles of progressive discipline and provide for clear guidelines and consequences as well as encourage consistency in it’s school-wide application by teachers and administrators (Section 11-3, F2.)

  5. Administration will review referrals and begin investigating within two school days.


Definition of Referral Process:

Level I offenses (Teacher Managed) include but are not limited to:



  1. Inappropriate/disruptive classroom behavior

  2. Inappropriate/disruptive school wide behavior

  3. Inappropriate language/behavior

  4. Unexcused absences

  5. Possession of non-lunch foods, drink, toys, radios, etc. (with the exception of administration-approved party items.)

Guidelines and Suggestions for Level 1 offenses:



  1. Student conference

  2. Verbal or written warning

  3. Parent contract: written or verbal

  4. Conflict mediation

  5. Lateral “time-out”: disruptive student sent to another teacher’s classroom

  6. Intervention assistance team support

  7. Conference with parent(s)

  8. Guidance or Administration referral


Level I offenses are to be handled by the classroom teachers, according to the classroom rules developed by grade levels. There will be three interventions utilized before a referral is written to administration. See attached Intervention checklist. ( last page )
Level II offenses include but are not limited to:

  1. Continued occurrences of a Level I offense

  2. Physical aggression: fighting or throwing objects in a threatening manner

  3. Challenge of authority or adult staff member

  4. Any form of vandalism or criminal act

  5. All other offenses contained in the Student Code of Conduct

Level II offenses are to be handled by administration. The Broward County Public Schools discipline matrix will be used for any actions that are required.


*Please note should a possible level 2 offense occurred that was not witnessed by a staff member contact administration first to allow an investigation to occur. A referral will be written by administration should the investigation warrant such action.

School-Wide Expectations

  10. *After/Before School Detention (Requires parent agreement)

  11. Temporary Removal From Class

*After school detention requires parental permission. At the start of the school year a teacher volunteer list will be created to assist with detentions. After school detention will be the preferred consequence when dealing with behaviors that are considered serious, but do not rise to the level of suspension. The assigning of afterschool detention must adhere to the discipline matrix.

  5. Always walk at school.

Second


  1. Keep your hands, feet and objects to yourself.

  2. Raise your hand to speak.

  3. Come prepared with supplies.

  4. Remain seated unless given permission.

  5. Listen and follow adult directions.

Third


  1. Use a quiet voice.

  2. Keep hands and feet to yourself.

  3. Listen and follow directions.

  4. Be prepared for class.

  5. Always raise your hand before speaking.

Fourth


  1. Prepare yourself for class.

  2. Raise your hand to speak.

  3. In a quiet voice, use kind words.

  4. During instruction, remain in your seat.

  5. Enter and move about the room quietly.

Fifth


  1. Complete all assignments on time.

Staff Training

Encouragement Procedures

The staff will consistently encourage responsible behavior through positive interactions. The “Panther Paws” program will be utilized at all levels.




  1. Compliment individual students on their safety, courtesy and respect.

  2. Compliment a teacher (so students can hear) citing examples of individual or class responsibility.

  3. The administrator/observer will verbalize compliments to a teacher when they observe responsible behavior. Teachers should discuss the compliment with the class.

  4. Staff can give PAWS to classes as a to encourage positive behavior.

Outdoor Play

Goal: Student will play safely in all games and on all equipment.




  1. Keep hands and feet to yourself.

  2. Play only in designated areas.

  3. Leave rocks, sand, sticks, and all other objects on the ground.

  4. Contact games are prohibited.


Halls

Goal: The halls and breezeways will be a safe and quiet environment where people interact with courtesy and respect.



  1. Individuals and other classrooms will yield right-of-way to a class in motion.

  2. During school hours, children will walk with a buddy.

  3. Students must carry a hall pass when not accompanied by an adult.

  4. Students will leave campus immediately after dismissal.

  5. All students will use the Panther Walk in common areas.

  6. Students will use the sidewalks behind the media center to move around campus.


Restrooms
Goal: The restrooms at North Andrews Gardens Elementary will be clean and safe.

  1. Use restrooms appropriately and leave them clean.

  2. Students will wash their hands.


Lunchroom

Goal: The lunch line and lunch area will be a safe and clean environment where people interact and eat with courtesy and respect.

Lunch Area Procedures:


  1. Students will use quiet voices when talking.

  2. Students will keep hands, feet and objects to themselves.

  3. Students will stay in their seats and raise their hands to get up.

  4. Students will eat quietly and use good manners.

  5. Students will walk in the lunch area.

  6. Students will treat others with respect.

Dismissal:



  1. The teacher will check each table and dismiss students if the table and floor are reasonably clean.

  2. Slow eaters will be reassigned to overflow tables.

  3. When dismissed, students will walk quietly to the northeast door of the cafeteria.

Consequences for Infractions:



  1. Misbehavior in lunch line - have student go to end of line

  2. Student conferences with the paraprofessionals.

  3. Misbehavior at the table: time out in the cafeteria. Excessive noise from any individual class-report to classroom/Performing Arts teacher.

  4. Office referrals will be issued for physically dangerous or overt insubordination.


Assemblies and Performances

  1. Everyone will wait quietly for the program to begin.

  2. Communicate with performers using eyes and ears.

  3. Applause is the only appropriate response to any program.

  4. Students will follow teacher directions for dismissal procedures.

Severe clause: Students will be removed from the performance for inappropriate behavior.
