To calculate the final grade (R), the significance level of the criteria is summarized. Here each 
criterion has its own measurement coefficient (Wi): 
R = W1 ∙ K1 + W2 ∙ K2 + W3 ∙ K3 + W4 ∙ K4 + W5 ∙ K5. 
In relation to the levels, the assessment criteria have the following measurement coefficients: 
W1 = 1.0; W2 = 0.4; W3 = 0.3; W4 = 0.15; W5 = 0.12. Final grade for the textbook is calculated 
based on the analysis of criteria K1 – K5 through the following formula: 
(1) R = K1 + 0.4K2 + 0.3K3 + 0.15K4 + 0.1K5. 
In the proposed methodology, according to the criteria, the levels are expressed as 
percentages, so each level is found to be between 0 and 100. The maximum score for textbook 
assessment (Rmax) is 195 points (100 + 40 + 30 + 15 + 10). 
The system is open-ended: the amount, content and order of the assessment criteria determine 
the objective of the analysis. For example, if an expert is asked to select the best textbook in terms 
of the availability of additional texts and illustrations, then the criterion for assessing textbook 
structure is considered to be the first level. 
The experiments involved 200 secondary school teachers, 30 methodologists of the 
departments of public education and 50 specialist-scientists of higher education institutions as 
experts. 
Expert results by criteria were as follows (see Table 1).
