The Regular Meeting of the City Council of the City of East Peoria, Illinois was called to order by his Honor Mayor David Mingus at 6:06 P.M.
Upon the roll being called the following answered present: Mayor David Mingus, Commissioner Daniel Decker, Commissioner Gary Densberger, Commissioner Timothy Jeffers and Commissioner Benjamin C. Joos.
Absent: None.
The invocation was given by Commissioner Jeffers.
Mayor Mingus led the Council and the audience in the pledge of allegiance to the flag.
Motion by Commissioner Joos, seconded by Commissioner Decker; Mr. Mayor, I move that the minutes of the Public Hearing held on April 30, 2013 and the minutes of the Regular Meeting and Closed Meeting held on May 7, 2013 be approved as printed.
Yeas: Commissioner Decker, Densberger, Jeffers, Joos and Mayor Mingus.
Nays: None.
Mayor Mingus declared the motion carried.
Sandy Sutton from the Harbor Pointe Homeowners Association came to the podium. She thanked the City Council for coming forward and assisting. She read a letter on behalf of Jim Carmany, president of the Harbor Pointe Homeowners Association, thanking the City and other public entities in help with the flooding in April 2013. The letter thanked City staff, including public works staff, for their help and information on the flooding. The letter also thanked Mike Childers, Harbor Master for his assistance for use of access to homes and assistance in cleanup of the site.
Mayor Mingus introduced Dan Langloss, Police Chief and Acting City Administrator, from Dixon, Illinois.
Mayor Mingus proclaimed May 19-25, 2013 as “Emergency Medical Services Week.” He handed the proclamation to Assistant Chief Beck. Commissioner Joos thanked the department and complimented them on their superb work.
Mayor Mingus proclaimed June 1, 2013 as “Operation On Stable Ground Day.” Commissioner Decker explained that there is a motorcycle run and a fundraiser at the Festival of Lights Building on June 1, 2013. He explained that Jami Renfro is putting together the benefit. He explained that he is looking forward to attending.
City Clerk, Morgan Cadwalader, read a letter of appreciation on a successful tournament from the Great Lakes Valley Conference to Dan Cunningham. City Administrator, Tom Brimberry, explained that this represents the third or fourth tournament of the year. It is nineteen consecutive weekends of tournaments. Director of Tourism, Dan Cunningham explained that the premier girls’ softball fast pitch softball tournament will take place at EastSide Centre. He explained that he and Don Welch meet with someone that would like to run a tournament at EastSide Centre.
Mayor Mingus stated if there was anyone in the audience who wanted to speak on any items on the agenda to come to the podium, state their name, address and the matter or matters to be discussed. There was no response.
Resolution No. 1314-002 by Commissioner Densberger, seconded by Commissioner Decker; BE IT RESOLVED BY THE COUNCIL OF THE CITY OF EAST PEORIA, ILLINOIS that the claims as listed on Schedule No. 1 be allowed. Mr. Mayor, I, move that the Clerk is hereby authorized and directed to issue orders on the Treasurer for the various amounts, totaling $1,319,362.60, and the schedule of bills be hereby adopted as presented.

Resolution No. 1314-003 by Commissioner Densberger; BE IT RESOLVED BY THE COUNCIL OF THE CITY OF EAST PEORIA, ILLINOIS, THAT the reappointments by Mayor David W. Mingus of persons to various Boards and Commissions be hereby approved:
Steve Flinn to the East Peoria Housing Authority for a five year term beginning July 1, 2013 and ending June 30, 2018 and John Redlingshafer to the East Peoria Fire and Police Commission for a three year term beginning May 1, 2013 and ending April 30, 2016 be hereby confirmed AND THAT THIS RESOLUTION NO. 1314-003 BE ADOPTED AS PRESENTED.
Motion by Commissioner Densberger, seconded by Commissioner Jeffers; Mr. Mayor, I move that Resolution No. 1314-003 be adopted as presented.
Yeas: Commissioners Densberger, Jeffers, Joos and Mayor Mingus.
Abstain: Commissioner Decker.
Nays: None.
Mayor Mingus declared the motion carried and Resolution No. 1314-003 be duly adopted as presented.
Resolution No. 1314-005 by Commissioner Densberger, seconded by Commissioner Joos; BE IT RESOLVED BY THE COUNCIL OF THE CITY OF EAST PEORIA, ILLINOIS that Resolution No. 1314-005, hereto attached, a Resolution to approve the salaries, wages and employee benefits for certain non-union employees of the City of East Peoria for the year beginning May 1, 2013 and ending on April 30, 2014, be approved, and that this Resolution No. 1314-005 be accepted on its first reading as read by its title, and be laid on the table for no less than one week for public inspection.
Commissioner Joos explained salaries and dealing with pay raises and completing raises based on merit. He explained that the resolution authorizes 2.5% for non-represented employees. There is a feeling that represented employees get a certain amount and that nonunion employees feel they should get the same amount. He explained that it is a balance of properly compensating and making due with the funds that the City has had. City Council has looked at this as a time for belt-tightening. He explained that these raises may not be available in the future and that it is not an indication of poor performance but keeping within budget.

Motion by Commissioner Densberger, seconded by Commissioner Jeffers; Mr. Mayor, I move you that Ordinance No. 4113 hereto attached, (AN ORDINANCE ISSUING UPDATED CITY OF EAST PEORIA PERSONNEL POLICY MANUAL) be accepted on its first reading as read by its title, and be laid on the table for no less than one week for public inspection.
Yeas: Commissioners Decker, Densberger, Jeffers, Joos and Mayor Mingus.
Nays: None.

Resolution No. 1314-004 by Commissioner Jeffers; BE IT RESOLVED BY THE COUNCIL OF THE CITY OF EAST PEORIA, ILLINOIS THAT the Special Outdoor Sales and Consumption Permit hereto attached, be issued to 2000 Meadows Avenue Tap, Inc., 2000 Meadow Avenue, East Peoria, Illinois for the proposed outdoor sale of alcoholic liquor on June 29, 2013 in accordance with the attached application for permit be hereby approved and that this Resolution No. 1314-004 be adopted as presented.
Motion by Commissioner Jeffers, seconded by Commissioner Decker; Mr. Mayor, I move that Resolution No. 1314-004 be adopted as presented.

Bob Jorgensen of 212 Sunnybrook Drive, East Peoria came to the podium. He explained that he is impressed by the way Mayor Mingus runs the City Council meetings. He mentioned the fundraiser on June 1, 2013. He explained that the poker run will begin at the Brass Key Lounge and registration begins at 10:00 a.m. He explained that there will also be an event at the Festival of Lights Building beginning at 4:00 p.m. He explained that there will be another fundraiser where vehicles are being donated. He invites everyone to be there. He has been soliciting donations around East Peoria, with donations coming from City connections, EastSide Centre, Quail Meadows and the organizations in the City along with small businesses that are supporting this event and these families. He explained that everyone need to remember those small businesses donating when individuals spend money. He discussed the extreme weather in the last year and a half. He believes that this is what climate change looks like. He would like the City Council, Mayor and staff and look at decisions that are made for ensuring green efforts not just for money savings but for the future of the state, country and the world.
Mayor Mingus asked for any additional comments from the audience. There was no response.
Mayor Mingus then asked for comments from Council.
Commissioner Decker discussed the toter system. He explained that there are toter logistics issues. He explained that there needs to be a hard look at this issue before the program is rolled out. He stated that the City of Peoria did a great job on the marathon and explained that there were bikes along the side of the road. He explained that the City of East Peoria is looking at possible bike lanes for specific streets that are in need of bike lanes and that money may be available for Camp Street.
Commissioner Jeffers explained that City wide radio read for water meters being installed will be discussed at a future meeting. He explained that it will provide for radio wireless read for the entire City. He explained that it is planned to be completed by the end of the calendar year due to increased costs next year. He discussed the budget and that it is a rolling budget. He explained that the Council and Mayor can now discuss needs for future years. He discussed that it is a cash flow issue and that the challenge now is for the Council to look to the future and not rest for six months until the beginning of the budget session. He congratulated the 2013 graduates.
Commissioner Joos thanked those involved in the Citywide clean up. He discussed preordering and delivery of the toters on a scheduled basis. He discussed and thanked John Redlingshafer for his appointment to the Police and Fire Commission. He thanked John Kahl on his offer to serve as well.
Mayor Mingus explained that the steeple raising would occur at the Fondulac Banking Center’s new building in the Levee District tomorrow at 8:00 a.m.
Motion by Commissioner Jeffers, seconded by Commissioner Decker; Mr. Mayor, I move you that we adjourn until Tuesday evening, June 4, 2013 at 6:00 P.M.
