§ 1. Clarification of the rules of law.
The clarification of the norms of law, expressed both in the form of an official act and in the form of recommendations and advice that are not formally binding, is the second side of the interpretation. Interpretation is an integral part of the application of the norm .Since both citizens, legal entities, and State bodies act as law enforcement agents, they are all interpreters of the norms. However, the legal significance of the interpretation results is different. If a civil or legal person interprets a rule in a certain way to the best of his understanding and taking into account his own interests, such interpretation does not go beyond the limits of a specific legal relationship. If the interpretation of the norm is given by a specially authorized state body, then such an interpretation acquires a special authority, becomes the standard of law enforcement. Depending on the subjects giving the interpretation and the binding nature of the interpretation, there is a distinction between formal and informal interpretation.
