(1993) identified a set of human development indicators particularly for
the urban areas. He used 8 major groups of human development indicators such as
Basic Services, Health, Education, Housing, Employment Status, Income &
Expenditures, Public Safety and Urban Problems. He concluded that human
development requires economic growth for without it no sustained improvement in
human being is possible. But growth rates do not automatically translate into higher
levels of human development, and effective policy action is required to forge a close link
between economic growth and human development.
