  (1991)  examined  the  inequalities  in  Education  and  Health,  which  have 

resulted  in  regional  imbalance  in  social  infrastructure.  Uneven  distribution  of  public 

expenditure in different parts of region has led to regional disparities. An improvement in 

the quality of human factor is essential as investment in physical capital. He concluded 

that  the  expenditure  on  education  and  training,  improvement  of  health,  research 

contribute to productivity by raising the quality of the population and these outlays yield 

continuing returns in future.
