What is the optimal modal split? 
It is important to realise that there is no general optimal modal 
split.  Improving  modal  split  is  not  about  minimising  the  use  of 
one  transport  mode;  in  contrast,  the  objective  should  be  to 
have an integrated transport system where each mode is used when it is optimal. While road 
transport is less environmentally friendly as shown by an example in figure 8.1, it is also a 
key  for  individual  access  and  social  inclusion.  The  optimal  modal  split  of  freight  and 
passenger  transport  will  therefore  depend  on  a  country’s  geographic,  demographic  and 
economic  conditions.  The  numbers  and  charts  in  the  following  paragraphs  show  that  the 
modal  split  of  both  passenger  and  freight  transport  varies  considerably  from  country  to 
country.  Much  of  this  variation  can  be  explained  by  historic,  demographic  and  geographic 
characteristics.
