Strengthening the Relationship with the MOH
KEMRI has conducted various types of research contributing to infectious diseases
control. However, much of this research did not include consideration of the
financial feasibility of reflecting the research outputs in the actual practice of disease
control and cooperation with the implementation systems for infectious diseases
control. For instance, the pilot project for parasite control in Kwale was not reflected
in the activities of the MOH due to a lack of consideration for the relationship with the
MOH, even though the health condition of the villagers was improved by the project
activities.
As mentioned in Table 5.23, the responsible Ministry for KEMRI changed several
times due to the reform of the government structure. KEMRI explained that it had
heard that their research outputs on infectious diseases control produced during the
period 1983 – 1999 was when KEMRI belonged to ministries that did not have
responsibility for the health sector. This was also pointed out by reports of JICA
projects.
