The
 
Evaluation Investigative Commission was established in order to discuss 
evaluation questions, the framework, the scope of the evaluation, the strategy for 
the field study, and the method of compiling the results of the study.  The 
members of the Evaluation Investigative Commission are shown in table 1.1.
