What is metrology and metrological support?
"Metrology and metrological support" is a field of scientific, technical and normative-methodological bases necessary to ensure the uniformity of measurements and the required accuracy. The novelty and importance of scientific and technical problems of this specialty for the national economy are the development and improvement of new methods and tools of measurement, the solution of new science-based organizational and methodological problems aimed at ensuring uniformity and accuracy of measurements, as well as to eliminate and exclude the negative consequences of unreliable measurement results. Objects of professional activity are products (services) and technological processes, equipment of enterprises and testing laboratories, methods and means of measurement, testing and inspection, regulatory documents, systems of metrological support of scientific, production, social and environmental activities .
The main areas of metrological activity: metrological examination, certification of OV comparison, calibration, type testing, testing equipment and methods of measurement. Every year, the State Unitary Enterprise "MHKM" (more than 100 thousand energy meters!) Provides more metrological services. Consistent increase of metrological potential allows to constantly master new types of comparison, calibration and testing.
The accuracy of mutual calculations between fuel, heat, water suppliers and consumers depends only on the main oil and gas pipelines, oil refineries, oil depots, oil and gas metering stations, heating and can be guaranteed on the condition of efficient and independent metrological supply of gas, water, heat, electricity and petroleum consumption metering devices in water supply systems.
In accordance with Article 14 of the Law of the Republic of Uzbekistan "On Metrology" accounting of material resources and energy resources is within the scope of state metrological inspection and control, and therefore all gas, cold and hot water and electricity meters metrological inspection and control is within the scope of application and must be subject to mandatory inspection in accordance with the established interval.
According to the named list of measuring instruments subject to mandatory state comparison, the interval between comparisons is as follows:
- for gas meters of the population - once in 4 years;
- for gas meters of enterprises and organizations - once in 2 years.
The Uzstandard Agency has purchased state-of-the-art calibration equipment for industrial meters and flow meters with a measuring range of up to 2,500 m3 / h, which is the only one in the country today.
The procedure for disassembly, verification, types of verification, intervals between verifications, repair and post-verification of gas meters is approved by a joint decision of the Agency "Uzstandard" and Uzdavneftegazinspektsiya (Uzbekistan). Registered by the Ministry of Justice of the Republic of Kazakhstan on 31.07.2014 No. 2604).
Metrological services and supplies in production and its branches
Metrological service - a network of metrological services of government agencies and legal entities and their activities aimed at ensuring the unity of measurement.
The external basis of the system of ensuring the unity of measurements will be the state metrological service and the metrological service of the Republic of Uzbekistan, which is independent of the metrological services of legal entities.
State Metrological Service of the Republic of Uzbekistan
The state metrological service headed by the Agency for Standardization includes the state metrological service in the Republic of Karakalpakstan, regions and the city of Tashkent.
The bodies of the state metrological service carry out the state metrological inspection and control, and also other kinds of activity according to the legislation. The State Metrological Service is headed by the Uzstandard Agency.
The powers of the national agency on behalf of the Uzstandard Agency include:
- Implementation of a unified state policy in the field of metrology, interregional and intersectoral coordination of metrological activities;
- establishing rules for the creation, approval, storage and preservation of national standards and ensuring their international comparability;
- establishment of general metrological requirements to means, methods and results of measurements;
- implementation of state metrological inspection and control;
- Adoption of normative documents on metrological issues, including documents that are binding in all regions of the Republic of Uzbekistan, together with other government agencies;
- Training of scientific and engineering personnel in the field of metrology;
- Checking compliance with international agreements of the Republic of Uzbekistan in the field of metrology;
- Participate in the activities of international foreign lots on metrology;
- take measures to protect the rights of consumers, human health and safety, the environment and the interests of the state from the adverse effects of unreliable measurements.
Regulations on the Agency of Uzstandard were approved by the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated 05.08.2004 №373.
The state metrological service also includes:
- National Center of Standards;
- General Center of Metrological Service;
- General Center for Standard Samples;
- Research Institute of Standardization, Metrology and Certification (SMS ITI) together with the Center for Professional Development (MOM);
- Metrological laboratories of regional centers of testing and certification (SSM);
- Territorial Departments of Standardization and Metrology (SMB);
- Information and reference center.
The National Center for Standards carries out work on the development and improvement of the standard reserve of the Republic of Uzbekistan, the creation, storage and use of state standards of units of sizes.
The tasks of the Main Center of Metrological Services are assigned to the SMS ITI, which provides a scientific-methodological, technical-economic, external, normative basis for the unity of measurements, carries out training and advanced training in the field of metrology.
The General Center for Standard Samples, whose functions are also assigned to the SMS ITI, provides scientific and methodological guidance to the public service of standard samples of composition and properties of substances and materials, coordinates the activities of legal entities on the order of production and application of standard samples; conducts expertise and certification.
The Center for Metrological Services, metrological laboratories of the regional SSM, coordinates the work to ensure the unity of measurement of the regional SMB, conducts metrological inspection and control in the field of state metrological inspection and control Own DSt 8.002: 2002 “Oz ODT.
