An important feature is the fact that information and consulting services (financial,
technological, technical, legal) are provided by both government and commercial consulting
structures (USA) with the involvement of research institutes, agricultural schools, universities
(Germany) and the media. at the same time, government services try to complement the services of
commercial organizations, and not duplicate them. In addition, ICS can be formed on the basis of
farmer organizations (Finland), universities (USA) and agricultural colleges (Scotland, Germany).
Currently, online trading platforms - marketplaces - are becoming more widespread. A
marketplace (online e-commerce marketplace) is an e-commerce platform that provides information
about a particular product or service of third parties. They have several directions: trade, social,
auxiliary, administrative, statistical. The main goal of creating such platforms is to create a flexible
online environment that collects all the necessary information about trade, for example, agricultural
products, in one place. So, for example, on the international agricultural online exchange Agro-
Market24 manufacturers, distributors. exporters and importers of agricultural products can post
advertisements for the purchase/sale of a particular agricultural crop [7].
An online trading platform AgroDeals has been created in Georgia for the agricultural sector
in the Black Sea region [8]. It brings together agricultural cooperatives, farmers, retailers and
wholesalers, exporters and importers. By collecting information about agribusiness, the platform
helps people in agriculture learn about market demand, trends and various programs to enhance
their capabilities.
Marketplaces have become especially popular during the COVID-19 pandemic due to
restrictions in order to prevent the spread of the new coronavirus infection. Agricultural producers
were forced to look for additional distribution channels and to rebuild the supply chain almost from
scratch. So, in China, to solve this problem, agricultural producers were provided with "personal
accounts" on the TaoBao digital marketplace (a division of the Alibaba Group) [9]. Alibaba has
developed a coherent supply chain with government support in 17 provinces. Agricultural products,
depending on the demand in each specific region, were distributed among food bases. The required
volume of purchases was calculated by the analytical center Alibaba, then data and forecasts were
transmitted to agricultural producers. Thus, manufacturers received constant updates on the market
situation.
It should be noted that in foreign countries, the development of infrastructure elements of the
agri-food market is directly related to the level of government support. Generalization of foreign
experience in the development of the infrastructure of the agri-food market made it possible to
choose as priority areas for the Uzbek market:
formation of modern transport and logistics infrastructure, incl. creation of distribution
logistics centers, transport hubs, freight rail and air terminals;
formation of wholesale agricultural and food markets and exchanges;
creation of information and consulting services;
activation of technologies for modernization and innovative development;
development of electronic commerce, incl. by creating national marketplaces.
All this is expedient in modern conditions and will help to increase the effectiveness of the
national agri-food market.
