In 1950, the International Court of Justice was considering a case on the right of asylum, the essence of which was that the leader of the 1949 uprising in the Peruvian fleet, accused by the Peruvian authorities of committing political crimes, was hidden in the Colombian embassy in Peru. The Colombian embassy rejected the request of the Peruvian government to extradite this citizen, citing the fact that in the practice of Latin American countries there is a custom to grant diplomatic asylum to persons persecuted for political activity. In support of this thesis, Colombia pointed to the Havana Convention on Asylum of 1928 and the Convention on Political Asylum, adopted in 1933 in Montevideo at the VII Pan American Conference.
